PDNA AND CRNA ASSESSMENTS

In 2008, the European Union (EU), the United Nations Development Group (UNDG), and the World Bank (WB) signed a Joint Declaration on Post Crisis Assessments and Recovery Planning committing the three institutions to harmonize and coordinate “post-crisis response frameworks to enhance country resilience to crises”. The joint declaration brought together a common platform for partnership and action to deliver an effective and sustainable international response based on a jointly developed methodology. The methodology, called Post Disaster Needs Assessment (PDNA) to address the impact of disasters triggered by natural hazards and Recovery Peace Building Assessment (RPBA) for conflict-related crises, combines the expertise, capacities, and resources of the three institutions to support government led processes.

In April 2020 an effort was made to adapt this methodology to the epidemic context, which was synthesized in the form of a Guidance Note on Covid-19 Recovery Needs Assessment (CRNA).
