The present report is an assessment of the risks of corruption for the Kosovo Chamber of Advocates and makes recommendations for reform. Its aim is to make a general assessment of the capacity of the lawyers system in Kosovo to promote and sustain integrity and to combat and prevent corruption, to identify factors within that system that may lead to or increase the threat to this capacity, and to make recommendations for risk mitigation measures.

It should also be noted that the report is concerned with the risks of corruption and not with an assessment of the extent to which corruption is actually present.
