Country Partners

The Gov4Res Project aligns its work with existing and influential ‘drivers of change’ in Pacific Island countries. Together with country partners, the Project introduces a risk informed approach to the planning, financing and oversight of development. The Project also works closely with local governments and sectors to demonstrate the value of risk informing development at the community level. ​

To enable countries to better lead their responses to climate change and disasters, the Project support establishment of new ‘risk informed development posts’ in a range of development sectors and technical areas, including climate change and disaster risk and gender and social inclusion. These are the target groups for the majority of the project’s interventions, and provide dedicated capacity within organisations.

Regional Partners

Regional agencies play a key role in strengthening climate change and disaster resilience in the Pacific and supporting the implementation of the Framework for Resilient Development in the Pacific (FRDP)(link is external). The Gov4Res Project, therefore, works in partnership with regional agencies to utilise their wider influence to champion and further advocate for a risk informed approach. One example is the Project’s collaboration with the Pacific Islands Forum through the regional Public Financial Management (PFM) and Climate Finance Advisory Group, which provides key policy input to the Forum Economic Ministers Meeting. Furthermore, Gov4Res also supports countries to work collectively to influence other countries and regional agencies, through peer-to-peer exchanges and other country-led dialogues.​

 

The Project also supports and contributes to existing regional networks and dialogues. Examples of these networks and dialogues include: The Pacific Development Partners for Climate Change network; the Pacific Resilience Partnership Technical Working Groups; Pacific Financial Technical Assistance Centre (PFTAC) conferences and workshops; and the Asia Pacific Climate Finance Network (CFN).

 

Joint Programming

The Gov4Res Project is delivering and enchaining sustainability of resilience strengthening activities through a range of partnerships. These include: The Pacific Islands Forum (PIF) resilience team to undertake research on climate finance effectiveness in the Pacific, provide briefings to the Forum Economic Ministers Meeting (FEMM), and contribute to formalisation, design and staffing of the recently endorsed Technical Working Group on Climate Finance and Public Financial Management; Geoscience Australia to provide expert advice to country partners to enhance evidence-based decision making at all levels;  the United Nations Capital Development Fund (UNCDF) Local Climate Adaptive Living Facility (LoCAL) to jointly support the integration of climate change and disaster into planning and budgeting systems of local government, and leverage or provide financing for resilient community development; and  the Commonwealth Local Government Forum (CLGF) to support integration of risk at the local government/subnational level, including membership on the grant selection committee for the Gov4Res Small Grants Initiative and support to establish a local government resilience network.

The Governance for Resilient Development in the Pacific (Gov4Res) Project, is implemented by the UNDP Pacific Office in Fiji and partners with the Australian Government, the Korea International Cooperation Agency (KOICA), the New Zealand’s Ministry of Foreign Affairs and Trade (MFAT), the Swedish International Development Cooperation Agency (Sida), and the United Kingdom Foreign, Commonwealth & Development Office (FCDO).
