It is directly implemented by UNDP's Rule of Law, Justice, Security and Human Rights team, consisting of strategic leadership, MEL and operations personnel, global thematic specialists in the areas of rule of law, justice, security and human rights, and regional advisors who are located in each of UNDP's five regions (classified as Arab States, Asia and the Pacific, Europe and Central Asia, Latin America and the Caribbean, and Africa).

Katy Thompson
Head of Rule of Law, Security and Human Rights
Katy Thompson is the Head of UNDP’s Rule of Law, Security and Human Rights Team. She has extensive experience in rule of law, security and human rights programming in conflict affected contexts; criminal, international and human rights law; war crimes/transitional justice issues; legal system monitoring; trafficking in human beings and gender-based violence; peace- building. Katy has work experience in the United Nations and the Organization for Security and Cooperation in Europe (OSCE) which followed several years of activism with NGOs and a three-year stint as a criminal defense lawyer in England. She holds a BA Hons in Social and Political Science from Cambridge University and an LLM International Human Rights Law (Essex).
Revai Makanje Aalbaek
Senior Adviser on Justice and Security
Revai Makanje Aalbaek is the Senior Adviser for Justice and Security for the Rule of Law, Security and Human Rights team, Crisis Bureau, UNDP. She has over 20 years of working on governance and more specifically on human rights, justice, security, rule of law, social cohesion and gender equality. Revai has extensive experience in programme design, implementation and management gained in several countries in Southern Africa and the Pacific Region. Besides UNDP, Revai worked for various institutions including UN Women, Hivos Foundation and Zimbabwe Women Lawyers Association. An advocate for gender-responsive and people-centred justice systems, Revai started her career working with civil society on access to justice and human rights protection for vulnerable groups, and worked for many years as a legal aid lawyer. She holds an LLB from the University of Zimbabwe, LLM in Human Rights from the University of Pretoria and a Masters in Women’s Law from the Universities of Zimbabwe/Oslo.
Alexandra Meierhans
Programme Manager for UNDP’s Global Programme for Strengthening the Rule of Law, Human Rights, Justice and Security for Sustainable Peace and Development
Alexandra Meierhans is the Programme Manager for UNDP’s Global Programme for Strengthening the Rule of Law, Human Rights, Justice and Security for Sustainable Peace and Development. She has experience in rule of law, security, and human rights programming in conflict affected contexts; war crimes/transitional justice issues; social cohesion and PVE programming.
Alexandra was previously working for UNDP’s Istanbul Regional Hub where she was actively involved in initiating and coordinating UNDP’s Regional War Crimes Project (Western Balkans), as well as the EU funded Western Balkans Counter Terrorism Initiative. Prior to that she was with UNDP Kosovo working on transitional justice and social cohesion. Before joining UNDP, she was engaged with the International Organization for Migration, as well as several civil society organizations. She holds a Master’s in Development Studies from the Graduate Institute/Institut de Hautes Études Internationales et du Développement in Geneva. Alexandra speaks English, German, and French.
Sarah Rattray
Senior Adviser on Human Rights
Sarah Rattray is the Senior Advisor on Human Rights and Global Lead, based in the Rule of Law, Security and Human Rights team, Crisis Bureau, UNDP. Sarah provides technical advice and support to UNDP Country Offices, regional hubs and HQ teams related to human rights policies and programming in development including on topics such as: UNDP’s Human Rights for Sustainable Development strategy, strengthening Paris Principles compliant National Human Rights Institutions, human rights and SDG systems integration, human rights in crisis, digital, support to human rights defenders, human rights-based approaches to development and human rights due diligence. Sarah also leads UNDP engagement in various inter-agency partnership initiatives and processes related to mainstreaming and strengthening human rights in the UN system including the Secretary-General’s Call to Action on Human Rights and coordinates UNDP’s engagement at the UN Human Rights Council and other policy fora.
Sarah Rattray has worked for 22 years in the UN system, firstly with the United Nations High Commissioner for Refugees in Bosnia and Afghanistan and subsequently with the UNDP in Kosovo and in HQ on a variety of issues including human rights and protection, governance, support to rule of law and access to justice and disability inclusive development. Sarah has also previously worked as a legal expert for the European Commission for the Balkans.
Sarah is a human rights lawyer with a Bachelor of Laws (LLB) and Master of Laws with a specialization in international human rights law.
Livio Sarandrea
Global Adviser on Business and Human Rights
Livio joined the ROLSHR Team as a Global Adviser on Business and Human Rights, based in Geneva. He will guide UNDP’s initiative on Business and Human Rights (B+HR) currently operational in 30 countries in five regions.
Prior to this role, he served from January 2015 to March 2023 in UNDP’s Bangkok Regional Hub as Crisis Prevention, Human Rights and Rule of Law Specialist. In this position, between 2015 and 2018, he supported Country Offices in Asia Pacific in implementing policies and programmess on Rule of Law, Human Rights and Conflict Prevention. In this function, Livio also coordinated the work of 11 Peace and Development Advisers and other field-based conflict prevention specialists.
In 2017, Livio conceived, mobilized resources for, and managed UNDP’s first project on Business and Human Rights: B+HR Asia. From 2019, he has been guiding the scaling up of this project into a global initiative.
Livio started his international career in Bosnia and Herzegovina where he served from 1997 to 2003, first as Human Rights Officer and Senior Human Rights Officer for the OSCE and then as Chief of Regional Human Rights Office for UNMIBH, the United Nations Peacekeeping Mission.
From 2003 to 2010, he worked for the OSCE Mission to Serbia as Senior Coordinator for Judicial and Legal Reform and Deputy Head of Rule of Law and Human Rights Department.
Livio Joined UNDP in 2011 where he worked until 2014 in a Country Office in Mozambique as Chief Technical Adviser embedded in the Ministry of Justice and the National Human Rights Commission.
Livio is from Italy and holds a Law Degree with specialization in International Law from La Sapienza University, Rome. He is married and has three children.

Ciara DiSeta
Programme Management Associate
Ciara is the ROLSHR Programme Management Associate and has been with the team since 2015. Previously, she was the Senior Finance/Administrative Assistant with the High-Level Task Force for International Conference on Population and Development. Before that, she was working with UN Women with the Safe Cities Free of Violence Against Women and Girls Global Initiative in the EVAW Section.
Previously, Ciara worked at UNFPA as the Programme Associate with the EECA Regional Office in the New York and Istanbul offices. She also worked at UNFPA with the Maternal Health Thematic Fund and the Sexual and Reproductive Health Branch, and as a Programme Assistant and the Personal Assistant to the Regional Director with the LAC Regional Office in both New York and Panama offices.
Ciara holds a B.A. in International Studies from Marymount Manhattan College. She is proudly certified by Chartered Institute of Procurement and Supply (CIPS) and has a Diploma in Strategic Public Procurement. Ciara volunteers with OnSite Opera, Open House New York, and the Leukemia and Lymphoma Society in many community outreach and fundraising capacities.
Roanna Lalmansingh
Monitoring, Evaluation and Learning Officer
Roanna is a Monitoring, Evaluation and Learning (MEL) Officer in the MEL and Innovation Unit of the Rule of Law, Security and Human Rights (ROLSHR) Team in the Crisis Bureau, UNDP. Previously, she was the Monitoring and Evaluation Officer for the EU-funded Spotlight (Trinidad & Tobago) Programme, housed at the UN Resident Coordinator’s Office in the country. In this role, she redesigned and streamlined monitoring and reporting systems for implementing agencies and led the conduct of a participatory monitoring exercise.
Prior to joining the UN, Roanna worked for several years in the Trinidad & Tobago public sector in a variety of roles, including as an International Relations Officer on Gender and Child Affairs, Researcher, and Senior M&E Specialist, while also lending key support to gender and child divisions on policy development, economic and strategic planning, and project management. Roanna studied Political Science and International Studies.
Iryna Yakovlieva
Reporting and Learning Analyst
Iryna is a Communications and Reporting Analyst with the Rule of Law, Security and Human Right Team, Crisis Bureau, UNDP. Within Monitoring, Evaluation and Learning unit, she coordinates reporting efforts of the team, provides communications and visibility support.
Before joining UNDP, Iryna worked as a PR and project manager for a German NGO and an international civil society platform. She was a consultant for the OSCE Office for Democratic Institutions and Human Rights, delivering trainings on communications for human rights defenders and national human rights institutions. In 2014-2020, Iryna worked for the UN Human Rights Monitoring Mission in Ukraine as a human rights officer and then as a communications officer. Earlier in her career, Iryna worked as a news reporter, editor, producer and a host of a human rights TV show in Ukraine. She was trained at Reuters (UK) and made study visits to TV stations in the US. Iryna has a master’s degree in journalism and PhD in political science from Ukrainian universities.
Xiaoling Zhang
Monitoring, Evaluation and Learning Specialist
Xiaoling is a Monitoring, Evaluation and Learning Specialist at UNDP. She joined the Rule of Law, Security and Human Rights Team in 2023. Previously, Xiaoling served as an Evaluation Specialist in the Independent Evaluation Office of UNDP, where she conducted country programme and thematic evaluations. Prior to UNDP, Xiaoling worked at the International Training Centre of the International Labour Organization (ITC-ILO) and the United Nations Interregional Crime and Justice Research Institute (UNICRI). Xiaoling holds a master’s degree in sociology from the London School of Economics.

Sofiene Bacha
Community Security Specialist
Sofiene Bacha is a Policy Specialist in the Rule of Law, Security and Human Rights Team. He contributes to research and analysis for policy and programme support particularly on Community Security, Security Sector Reform, and Policing. He has an extensive experience in peacebuilding and conflict prevention through strengthening the security and justice systems and facilitating the access of the local communities to security and justice services. In addition of being a trainer on managing excellence of the policing services, human rights and judicial police, he worked on building new strategies and developing new policies of the security sector in many crisis and fragile contexts.
Sofiene graduated from University of Liège (Belgium) with a Master of Laws (Criminology) and from University of Paris Descartes (France) with a Master of Sciences in Computer Sciences and Information Technology. He also graduated from the Federal Police Academy in Brussels as Police Commissioner.
Bojana Balon
UNDP SEESAC Project Manager
Bojana Balon is the Head of the Southeastern and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC), a joint initiative of UNDP and the Regional Cooperation Council. She is responsible for the long-term strategic planning of the initiative, leading the partnerships and overseeing the implementation of projects within the SEESAC portfolio. She is also leading the Secretariat of the Western Balkans SALW Control Roadmap Multi-Partner Trust Fund. SEESAC works to strengthen the capacities of national and regional stakeholders to control and reduce the proliferation and misuse of small arms and light weapons, advance gender equality, facilitate regional cooperation and thus contribute to enhanced stability, security and development in South Eastern and Eastern Europe. Bojana joined SEESAC in 2010 as Project Officer and coordinated SEESAC's activities related to gender mainstreaming in the security sector, including both the Women Police Officers Network in SEE (WPON) and the Gender Equality in the Military project. Prior to joining SEESAC, she worked for UNDP in Serbia, the Organization for Security and Cooperation in Europe, and the General Police Directorate in Slovenia. Bojana earned her Master’s degree in International Relations and European Studies from the Central European University in Budapest, Hungary, and her Bachelor’s degree in Political Science from the University in Ljubljana, Slovenia.

Ainura Bekkoenova
Policy Specialist on the Rule of Law, Security and Human Rights
Ainura is Policy Specialist on the Rule of Law, Security and Human Rights based in UNDP Regional Office for Eastern Europe and Central Asia (Istanbul Regional Hub). Ainura works on policy research, advocacy and programming to advance the rule of law, justice, security, and human rights in Eastern Europe and Central Asia. She also provides policy advisory services to UNDP offices in the region and facilitates regional multi-stakeholder partnerships, including on Business and Human Rights, data protection and implementation of human rights in online space, human rights in Central Asia, and effective processing of war crime cases in Western Balkans. She previously worked with the UN to promote the rule of law and strengthen justice systems, security and human rights protection in Eastern Europe, Central Asia and Eastern Africa – often in politically complex and fragile settings. Simone Boneschi
Rule of Law and Human Rights Programme Specialist
Simone has joined the UNDP Bangkok Regional Hub on a detailed assignment as a Programme Specialist for Human Rights and Rule of Law. He comes from UNDP Kyrgyzstan where he served as the Chief Technical Advisor for the SDG 16 cluster. Previously, he worked as a Rule of Law Team Leader at UNDP Myanmar; Justice Specialist at UNDP Bangladesh; Rule of Law & Access to Justice Manager at UNDP Somalia; and Protection Officer at UNICEF Uganda.
In addition, Simone has worked as a human rights expert at the ILO (Myanmar), UNDP's Regional Service Centre for Africa (Ethiopia and Tanzania), International Rescue Committee (Darfur, Sudan), and Terre des Hommes (Bangladesh).
Simone holds a Master of Laws (LLM) with Specialization in International Justice (University College London & Queen Mary University of London), a Master's Degree in International Affairs (Institute for International Political Studies, Milan), and a Bachelor's degree in Law (Università degli Studi, Milan).
Toby Bonini
Policy Advisor - Rule of Law, Security and Human Rights
Deputy Team Leader – UN Team of Experts on the Rule of Law and Sexual Violence in Conflict
Toby is a Policy Advisor with UNDP and the Deputy Team Leader of the United Nations Team of Experts on the Rule of Law and Sexual Violence in Conflict, a multi-entity team established by Security Council resolution 1888 (2009) to assist national authorities in strengthening the rule of law with the aim of ensuring criminal accountability for conflict-related sexual violence crimes. He has over 15 years’ experience working on international peace and security, human rights, rule of law and development issues in more than 20 countries in Africa, Asia, Europe, and the Middle East. Prior to joining the United Nations, Toby worked as an Associate with an international law firm in New York. He is a licensed attorney in the State of New York.
Trushaa Castelino
Programme Officer
Trushaa Castelino is a programme officer with the Rule of Law, Security and Human Rights team under UNDP’s Crisis Bureau. She works on the Global Focal Point for the Rule of Law (GFP) coordination mechanism, as well as the global funding facility Saving-Lives Entity (SALIENT) for small arms control and armed violence prevention.
Previously, at the UN Mission in Kosovo (UNMIK), Trushaa worked on a combination of strategic planning and project management for inter-ethnic trustbuilding and reconciliation programming and political analysis and reporting as a civil affairs officer in the Mitrovica region. She is passionate about humanitarian disarmament and practical and people-centred approaches to reducing violence.
Trushaa holds a master’s degree in Nonproliferation and Terrorism Studies (MA) from the Middlebury Institute of International Studies at Monterey, and a bachelor’s degree in History (BA) from Lewis and Clark College in Portland, Oregon.
Lara Deramaix
Access to Justice Specialist
Lara Deramaix is a Justice Specialist and Access to Justice focal point in the Rule of Law, Security and Human Rights Team, Crisis Bureau, UNDP. She leads on the following portfolios: people-centered justice, e-justice and digitalization, access to justice in situations of forced displacement and UNDP-UNHCR rule of law partnership, customary and informal justice.
Having started as an attorney in Belgium, Lara has dedicated her career to improving access to justice for the most vulnerable groups. She gained vast experience at Avocats Sans Frontières (ASF), an international NGO implementing access to justice and justice reform programmes in conflict and post-conflict settings. Later, Lara held the position of Associate Justice Advisor for the International Security Sector Advisory Team (ISSAT) at the Geneva Center for the Democratic Control of Armed Forces (DCAF) providing technical advice on Justice and Security Sector Reform programming to Member States and multilateral institutions, including UN agencies. Before joining UNDP, Lara conducted programme evaluations and studies as an independent consultant. Lara is a volunteer mediator at the New York Peace Institute (NYPI). She has developed expertise for the following contexts: Brazil, Burundi, Chad, Democratic Republic of the Congo, Haiti, Israel, Morocco, Nepal, Rwanda, State of Palestine, Timor-Leste, Tunisia, Zimbabwe.
Victoria de Mello
Policy Specialist on Rule of Law
Victoria is the Business and Human Rights Specialist responsible for the Africa region, based at the UNDP Regional Service Centre for Africa in Addis Abeba. Victoria previously served as the Regional Analyst and Coordinator for UNDP’s pioneer project on business and human rights in Asia. She was also consulted UNDP on the issues of women, peace and security, as well as youth and civic engagement. Previously, she focused on the skills development of marginalised youth in Latin America and the Caribbean and managed human rights advocacy programmes in 20+ countries. Victoria started her career at the UN Environment Global Headquarters in Nairobi, supporting NGOs engaging at the UN Environmental Assembly.
Victoria is a Brazilian licensed lawyer with 10 years of work experience and a Master's degree in International Law and Human Rights from the University of London (United Kingdom).
Filippo di Carpegna
Regional Rule of Law, Security and Human Rights Specialist
Filippo DI CARPEGNA is the Rule of Law, Security and Human Rights Specialist in the United Nations Development Programme (UNDP) Amman regional hub. Mr. Di Carpegna has over 15 years of experience working on the rule of law and human rights. He worked in Georgia and Cote d’Ivoire with the Organization for Security and Cooperation in Europe (OSCE), UN Department of Peace Operations (DPO) and the UN Office of the High Commissioner for Human Rights (OHCHR). He then moved to UNDP where he worked for the last 10 years in Tunisia, State of Palestine and Mali developing and managing large-scale rule of Law programmes covering social cohesion, security, justice, transitional justice, human rights, anti-corruption and Prevention of Violent Extremism.
Jason Gluck
Policy Specialist, Political Dialogue and Constitutional Processes
Jason Gluck is a Policy Specialist for the Rule of Law, Security and Human Rights Team, Crisis Bureau, UNDP, specializing in political dialogues and constitutional processes. In 2013-2015, Jason served as the Constitutional Focal Point for the United Nations Department of Political Affairs (DPA). In both capacities, Jason has supported UN missions, country teams and Member States on matters of constitution making and constitutional assistance; developed tools, resources, approaches and practices for UN constitutional assistance and strengthened strategic partnerships with other constitutional assistance providers. Prior to his employment with UNDP, Jason was the Director of the Constitution Making Programme at the US Institute of Peace. In 2007, Jason was a member of the UNAMI Office of Constitutional Support, providing constitutional assistance to the Iraqi Parliament.
Giada Greco
Project Coordination Specialist
Giada is an international cooperation specialist with extensive experience in field project implementation, partnership engagement and security. She coordinates the United Nations global funding facility Saving-Lives Entity (SALIENT) on small arms control and armed violence prevention.
Prior to joining the Rule of Law, Security and Human Rights team, Crisis Bureau, UNDP, Giada worked in the field at the United Nations Office on Drugs and Crime (UNODC), in a regional Center of Excellence in Mexico where she specialized on evidence-based policymaking, 2030 SDG indicators, surveys development and firearms trafficking. She has vast experience in working with diverse actors at national, regional and international level. Giada holds an MA in Policies for International Development Cooperation, a BA in International Relations at the Catholic University of Sacred Heart in Milano (Italy). She also holds a Diploma in Data Analysis for Management at the London School of Economics and Political Science (LSE).
Pia Hansen
Policy Analyst
Pia Hansen is a Policy Analyst in UNDP’s Crisis Bureau Team in Brussels, where she manages the engagement with the EU in areas related to rule of law and security. Pia has a background in strategic partnerships and policy analysis and is experienced in delivering curated diplomatic events at the highest level.
Prior to joining UNDP, Pia worked at the Strategic Partnerships Department of the Munich Security Conference, where she was responsible for coordinating more than 200 side events at the annual conference and served as liaison officer for high-ranking partners from the public, private and NGO sectors. Previously, Pia worked at the NATO COE in Riga, developing best practices for NATO member states on responding to hybrid threats and building resilience from a Strategic Communications perspective.
Pia holds a Master’s in International Relations from King’s College London and a B.A. in Political Science and History from Heidelberg University. Pia speaks German, English, Spanish and Russian.
Ivan Jovanović
Human Rights and Rule of Law Adviser
Ivan is currently deployed as Human Rights and Rule of Law Adviser with the UNDP Country Office in Ukraine working on support to investigation of war crimes, access to justice, and victim support. Prior to that he was Chief Technical Adviser and project manager for the Istanbul Regional Hub designing and leading a regional project on war crimes accountability and transitional justice in the Western Balkans. Before joining UNDP, Ivan had an extensive experience in human rights, justice system reform, transitional justice, and international relations, mainly in the Western Balkans, but also in Africa, working for OSCE, Council of Europe, UN International Criminal Tribunal for the former Yugoslavia, the World Bank, and international civil society organizations and think tanks. He holds Bachelor or Law degree from the Belgrade University and Master of Laws from Columbia University (US).
Antje Kraft
Senior Rule of Law and Justice Specialist
Antje has been with the United Nations and UNDP for 15 years working on rule of law, justice, gender, human rights, security sector reform and peacebuilding. She is a Senior Rule of Law and Justice Specialist with the Rule of Law, Security and Human Rights team, Crisis Bureau, UNDP, focusing on providing country and programming support. Antje spent four years as the Chief Technical Advisor for the Rule of Law in the Central African Republic leading the joint project portfolio on justice, security, corrections and conflict-related sexual violence/sexual and gender-based violence. Before that she had already worked on rule of law at the Headquarters, at the regional hub in the Asia Pacific, in Guinea-Bissau (with UN Women) and in Morocco. Antje has a Masters in International Relations from Sciences Po Grenoble and a Bachelor degree in Politics and Psychology from London Metropolitan University. She speaks English, French, Spanish, Portuguese and German.
Gloria Manzotti
Policy Specialist on Rule of Law
Gloria is a Policy Specialist on Rule of Law, based at the UNDP Panamá Regional Hub. She leads the expansion of the Global Programme's footprint in Latin America and the Caribbean by connecting, supporting and leveraging innovative solutions from Country Offices in the region. Gloria combines her expertise in public management, academic background and her experience in working at national level to reinforce national and multi-country initiatives. She has more than 18 years of field experience in rule of law, gender and innovation. She has experience in developing and funding of programmes and public policies related to human rights, people-centred security and inclusive justice in fragile contexts.
Lorena Mellado
Rule of Law Specialist
Lorena Mellado is Rule of Law Specialist responsible for the transitional justice and gender justice portfolios, including the Gender Justice Platform in partnership with UN Women. For the past ten years, she has been working on the rule of law, gender and human rights with UNDP. Previously, she was Rule of Law Specialist in UNDP´s Panama Regional Hub, managing justice, security and social cohesion strategies in Latin American and Caribbean countries. Before joining UNDP, Lorena was a trial lawyer and a lecturer at the Family Law Clinic of Universidad Autónoma de Chile, providing legal assistance to people at social risk. She holds a Masters degree in International Relations from the Universidad de Barcelona and a Bachelor degree in Law and in Legal and Social Sciences from Universidad Católica de Temuco (Chile).
Siniša Milatović
Business and Human Rights Specialist
Dr. Siniša Milatović is a Business and Human Rights Specialist responsible for developing programming and providing expertise to UNDP offices and partners globally.
Siniša has over 20 years of experience as a human rights lawyer. He has worked for UN agencies and other organisations in Asia and the Pacific, Africa, the Arab States region and Europe and Central Asia.
Siniša has a DPhil with a focus on business and human rights from the University of Oxford. He also holds an MA from the Fletcher School of Law and Diplomacy and an LLB from the London School of Economics and Political Science.
Seán O’Connell
Policy Specialist on Rule of Law, Security and Human Rights
Seán O’Connell is Policy Specialist on Rule of Law, Security and Human Rights, and is leading on global support to implementation of UNDP’s Environmental Justice Strategy.
Seán was previously with UNDP in Southeast Asia, including in Viet Nam and Lao PDR, working on governance, human rights, rule of law, and parliamentary strengthening. Before joining UNDP, Seán worked with the Department of Foreign Affairs of Ireland and the Department of Justice of Ireland on human rights and refugee law.
Seán is a law graduate of University College Dublin, he holds an LLM in Human Rights Law from the University of Nottingham and is a qualified attorney at the New York State Bar.
Olga Nilova
Business and Human Rights Specialist
Olga Nilova (she/her) is a Business and Human Rights Specialist responsible for providing research and developing programming on human rights and environmental due diligence for UNDP Country Offices and partners.
Olga has over 6 years of experience as a human rights specialist with the UN Development System. Before joining the UNDP Rule of Law, Security, and Human Rights Team, she worked with UNDP, OHCHR, and UN Resident Coordinator’s Offices in Lao PDR, with a focus on the UN Human Rights Mechanisms, civic space, diversity and inclusion, and B+HR.
Olga holds a Master's degree in International Relations and is currently working on a PhD thesis on Human Rights and State Fragility.
Yagiz Oztepe
People-Centred Security Specialist
Yagiz is the People-Centred Security Specialist in the Rule of Law, Security and Human Rights team, Crisis Bureau, UNDP. He works also for the Secretariat of the Global Focal Point for the Rule of Law (GFP) arrangement. Previously, Yagiz was a Rule of Law and Human Rights Consultant at the Governance and Peacebuilding Team at UNDP Istanbul Regional Hub. Yagiz holds a MA in Human Rights, Humanitarian and NGO Law from the University of Strasbourg (France) and a BA in International Relations from the Galatasaray University (Türkiye).
Ha Phung
Project Coordinator, Business and Human Rights
Ha Phung is a Coordinator of the Business and Human Rights project funded by the Government of Japan. She has 10+ years of experience in policy analysis, advocacy, government affairs, private sector development and corporate responsibility. She is passionate about circular economy, human economy, and public private collaboration. Prior to joining UNDP, Ha worked as a business consultant at business advisory and government relations consulting firms, and a programme coordinator managing a national public private dialogue in Viet Nam. Ha holds an MA in public management from Japan and a BA in international business administration from Viet Nam.
Akiko Sato
Liaison Officer, Business and Human Rights
Akiko is a Liaison Officer for the Business and Human Rights project funded by the Government of Japan. She has been working on business and human rights over the past ten years and has gained extensive experience in human rights issues in Asia. Before joining UNDP, Akiko worked as a lawyer and provided advice on human rights due diligence for Japanese companies, as well as engaged in advocacy with human rights NGOs including Business & Human Rights Resource Centre and Human Rights Now. Akiko holds an MA in Development Studies with a major in Human Rights from the International Institute of Social Studies at Rotterdam’s Erasmus University in The Hague, and a Juris Doctor from Hitotsubashi University.
Chelsea Shelton
Human Rights Programme Specialist
Chelsea is the Human Rights Programme Specialist in the Rule of Law, Security and Human Rights Team, Crisis Bureau, UNDP. Chelsea supports UNDP's global human rights portfolio and coordinates flagship initiatives to strengthen human rights and sustainable development systems integration as well as Paris Principles compliant national human rights institutions. Chelsea previously served as the Programme Analyst for the UNDP Global Programme on Strengthening the Rule of Law and Human Rights and has also consulted for UNDP on SDG 16 for peaceful, just and inclusive societies. Chelsea was also engaged as the Senior Research Associate on United Nations Peacebuilding for the Josef Korbel School of International Studies at Denver University. Chelsea started her career supporting peacekeeping efforts at the US Mission to the UN and working with civil society on atrocity prevention at the International Coalition for the Responsibility to Protect. Chelsea has an MA in International Peace Studies from the UN Mandated University for Peace.
Juliet Solomon
Regional Rule of Law, Security and Human Rights Specialist
Juliet Solomon is based in the Barbados and Eastern Caribbean UNDP Multi-Country office as Regional Rule of Law, Security and Human Rights Specialist. Juliet was previously based in the UNDP Regional Hub in Panama. She works on citizen security, access to justice and rule of law issues in the Caribbean.
Juliet is an historian, political scientist and a barrister and has more than twenty years of experience in development and diplomacy at international, regional and multilateral levels. She previously served as Senior Programme Adviser (Caribbean) with the United Nations Regional Centre for Peace Disarmament and Development in Latin America and the Caribbean (UNLIREC), and as Deputy Director, Political Affairs Division and Special Adviser, Caribbean/Pacific at the Commonwealth Secretariat in London where she led and managed Commonwealth election observation missions and advised on the promotion of democratic processes and institutions in Member States.
Juliet holds a Bachelor of Arts (Upper Second-Class Honours) in Political Science from the University of the West Indies, post-graduate qualifications in Law from City University, and an MSc in International Development (Conflict, Security and Development) from the University of Birmingham.
Peppi Väänänen
Rule of Law Associate Specialist
Peppi Väänänen is a Rule of Law Associate Specialist in UNDP’s Regional Hub for Arab States in Amman. Prior to joining the UN, Peppi worked as a Trust and Safety Project Manager at Meta. She planned and implemented global scale projects aimed at reducing hate speech on Facebook and Instagram. Her previous experience is in international security think tanks, where she coordinated projects on conflict and defense, as well as in the Oil and Gas sector, where she worked on business and human rights. Peppi holds a MSc in Conflict Studies from the London School of Economics and a BA (Hons) in Social Sciences from the University of Amsterdam.
Julie Van Dassen
Human Rights Policy Specialist
Julie is a Senior Human Rights Adviser in the Rule of Law, Security and Human Rights (ROLSHR) Team in the Crisis Bureau, UNDP. Prior to joining the Crisis Bureau, Julie worked as a Portfolio Manager for Governance with UNDP Malawi, Technical Adviser for Rule of Law and Human Rights with UNDP Pacific Office, Programme Manager for Rule of Law and Human Rights in South Sudan, Justice and Human Rights Specialist in Afghanistan, and Human Rights consultant with UNDP Indonesia.
Prior to her work with UNDP, Julie worked in Indonesia as Country Director for International Development and Crisis Consultants; Director of Professional Services for IndoPacific Edelman; Adviser to the Ministry of Justice Directorate of Human Rights; and provided strategic planning and advocacy support to several national legal aid and human rights organisations. Julie started her career as a researcher for Amnesty International in The Netherlands.
Hailing from Toronto, Canada, Julie and holds a Bachelor of Arts in Classical Studies and Political Science from York University in Toronto and a Master of Arts in International Relations and Human Rights from University of Wales, Swansea.
Mindia Vashakmadze
Programme Specialist on Human Rights
Mindia Vashakmadze is a Programme Specialist on Human Rights based in UNDP Regional Office for Eastern Europe and Central Asia (Istanbul Regional Hub). He is a member of the Regional Governance and Peacebuilding Team. Mindia has extensive professional experience in the fields of rule of law, human rights, justice and security sector reform, both at the national and international levels. Prior to joining UNDP, he worked as an international consultant/expert for the OSCE Office for Democratic Institutions and Human Rights (ODIHR), the Geneva Centre for Security Sector Governance (DCAF) and the German Foundation for International Legal Cooperation (IRZ), and was a project coordinator and senior research fellow at the Max Planck Foundation for International Peace and Rule of Law (MPFPR). Mindia received his doctorate in international law (summa cum laude) from the University of Munich (LMU) and a master's degree from the University of Göttingen. He was also a Max Weber Fellow and faculty member at the European University Institute in Florence (EUI).
