Sustainable Land Use and Mobility Plan

Sustainable Land Use and Mobility Plan
March 31, 2025
The Sustainable Land Use and Mobility Plan (the Plan) sets out the activities required to deliver the Decarbonisation Strategy for Samoa’s Transport Sector to 2030 (the Strategy).
The Strategy promotes low-carbon transportation to contribute to global efforts to reduce the impacts of climate change. The Strategy sets out a pathway to a 25 Gg reduction in GHG emissions from the transport sector by 2030, with continued reductions in GHG emissions thereafter. The Strategy includes the targeted transition to electric and hybrid vehicles, primarily focused on buses, taxis and Government vehicles, along with shared mobility, bus and active mode infrastructure improvements and sustainable land use planning.
This Plan provides a comprehensive list of the enabling activities required to progress the interventions included within the Strategy, assigns owners to these activities, and considers the timeframes required for completion.
