UNDP supports the Government of Tajikistan for the improvement of Water Resources Management

7 April 2023 - UNDP held Project Steering Committee Meeting and Inception Workshop to present project inception report, annual work plan for 2023, and have discussions with responsible representatives from state agencies on project implementation. The event was attended by representatives from the Islamic Development Bank, Ministry of Finance, Agency for Land Reclamation and Irrigation, Project Implementation Unit “Danghara Valley Irrigation Project” and target beneficiaries.
Tajikistan faces a number of challenges in the area of efficient utilization of water that the Water Reform Programme is aimed to address. The problems that are common across all sub-sectors are obsolescence and deterioration of existing infrastructure, lack of a comprehensive legal and regulatory frameworks, increased level of water losses, low water delivery service tariffs and low water fee collection rates, limited resources available in the national budget and the need for assistance by the development partners.
The project “Improvement of Water Resources Management in Khatlon region,” funded by the Islamic Development Bank (IsDB), aims to improve the livelihoods of rural communities vulnerable to climate change through delivering capacity building support to local water authorities and service providers on operation and management interventions for irrigation pumping stations and drinking water supply systems in Nosiri Khisrav, Danghara, Vose, Kulob and Temurmalik districts.
Within the framework of the project, UNDP organizes training sessions, awareness raising and capacity building activities for around 45 local water institutions as well as 10,700 target beneficiaries, including ALRI departments, Water User Associations, State Unitary Enterprise “Khojagii Manziliyu Kommunali” departments, social institutions, farmers and local communities.
During the meeting, the Representative of Islamic Development Bank (IsDB) in Tajikistan, Mr. Ismoil Gafforov, noted that he is confident that together with project partners’ support, including Agency for Land Reclamation and Irrigation, Project Implementation Unit of the “Danghara Valley Irrigation Project” and UNDP project objectives will be achieved, effective management and usage of water resources will be improved enabling increase in agriculture production, project outcomes will contribute to improving food safety, increase of income in individual households, will create new employment opportunities and aid in the process of eradication of poverty in Tajikistan.”
All stakeholders in the meeting had interactive participation, active discussion and proposed recommendations for the effective integration of water resources management. Specifically, Head of the Department of Support to Water User Associations from the Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan, Mr. Davlatmurod Khoshaev stated: “For successful implementation of the project activities, systematization of working relationship between ALRI departments and Water User Associations, enhancement of project sustainability and the development of a common training module should be considered.”
