From TV Host to Policy Innovator: Meet Tiffany Chen – Policy Experimentation Analyst for Thailand Policy Lab, UNDP Thailand

1. Tell us about yourself: What’s your educational background/professional experience?
My name is Tiffany Chen - a Policy Experimentation Analyst with Thailand Policy Lab (TP Lab), UNDP Thailand. Prior to joining UNDP, I worked in the field of people development, human resource, skills enhancement, policy experimentation, EdTech, operations and project management at various organizations, such as Virgin Active Thailand and Nikkei Business Lab Asia; Excedo by Nikkei & The Financial Times. I am familiar with developing training curriculums, implementing development programs, managing international forums and summits for various institutions such as Srinakarinwirot University, Thammasat University, Ministry of Foreign Affairs (Thailand), US embassy, ASEAN4U (Malaysia), etc. Fun fact about me, I am the champion of the nationally televised competition (Fan Pan Tae) – US Presidents (2012). My passion is in people development and I have spent my adult life preparing towards this goal.
I’m really excited about the opportunity to contribute to innovative policy solutions at the Thailand Policy Lab. UNDP Thailand’s commitment to sustainable development and people-centric policies aligns perfectly with my passion for people development. I look forward to making a meaningful impact here.
2. What made you apply to work with one of the Labs of UNDP Thailand?
Since young, I’ve always wanted to be a part of the UN organizations. My interest has always revolve around development of human and the society.
I’ve engaged in development works since young, but is also aware that some of the projects I do are one-offs events. Thus, I aim to work in an environment where the impacts are more sustainable and the people or the community themselves can sustain the actions and development or even improve the practice in the long run. With the opening of Thailand Policy Lab, UNDP, it’s a great opportunity to fulfil my dream of sustainable development and realized policy innovation for all 😊
3. What are your activities or main responsibilities? What is a day at the office like?
TPLab’s vision is reimagining policymaking with the emphasis on people at the center of policymaking with the use of various innovative methodologies. Thus, we work a lot with various partners; public sectors, private sectors, etc.
We work in both the UNDP office, or crossover to the NESDC office and also a lot in the community. My responsibility is mainly explore and experiment on the policy innovation. So it includes working with a lot of partners in planning the issues to tackle, testing the policy recommendations, as well as building capacity for the stakeholders such as government officers, academia, university students, youths, community leaders, private sectors and much more which then became the foundation of the community of innovators. Because change must come from the power of many who would help steer and push development further.
4. What are some of the challenges you encountered while working in this position? How did you overcome them?
Being in this position, I get to work beyond my scope of responsibility (TOR), I get to step up and act as the project manager and work on both the management overview of the projects as well as the practical implementation of each activities It’s an eye opener to work in all scope form higher level to practical hands on experience. Beyond this, I have the opportunity to work with various stakeholders and partners from government officers to local communities. I truly appreciate all the support along from both internal and external colleagues and acquaintances. Every step of the way, it’s a great experience. That I also got to learn and expand the circle of work to make much more impact. The learning curve is so steep skyrocketing into all areas. Nevertheless, these challenges help strengthened me world roundly.
5. Tell us about your favorite moment with UNDP Thailand.
One of my favorite moments is when we receive feedbacks from the stakeholders or partners that after we depart from the community or after the activity has ended, they still continue the practice or adapted the innovative methodologies into their own action plan.
Such as when we completed the Policy Innovation Knowledge sharing courses with university for 1 term, the professors came back to update that they still continue the curriculum in future years and the students utilized the tools taught during class in other projects, etc.
P.S. Another favorite moment is enjoying the time with the local community; yummy food, shopping local products LOL
6. How does this position benefit your career path/choices within the UN or beyond?
The experience and learning curve is so steep, skyrocketing into all areas. Nevertheless, these challenges help strengthened me world roundly. Being to work in various issues, with partners from all background expanded the experience tremendously. Coupling it with innovation, it helps build a strong foundation and flexibility in applying the knowhow into different areas. In the future, I would also want to continue in the sustainable development work for the society.
7. Pick one innovation tool (thinking tool) you want to introduce to the public and tell us how it can help design solutions.
One of the tools that I believe is highly important and can connect with the people is the empathy tools such as the Hope & Fear tools. Because it helps us understand and see things from another person’s perspective, we can sympathize with their emotions and eventually solve the problem at the core.
Hope & Fear is a very simple tool that participants can share what is the hopes, dreams, aims – they want to see, and what are the fears, that do not want to see occurred in the issue raised.
8. What piece of advice would you give to those who are considering applying to #JoinALifeChangingMission with UNDP.
I believe in a quote by one of my favorite US presidents; Theodore Roosevelt. He mentioned that ‘Believe that you can, and you’re already half way there’. So, I would like to encourage you to take the step forward and apply for UNDP. As long as you believe in the change and strive for development for humanity, we’re waiting for you with open arms :)
