Services on the provision of two statuses were developed with the support of UNDP and Sweden.

Kyiv, 3 March 2025 – The Ministry of Digital Transformation of Ukraine has launched two new services for veterans and their families on the Diia portal: obtaining the status of a person with a disability because of war, as well as a family member of a deceased veteran.
Previously, to obtain these statuses, veterans and their relatives had to personally visit state institutions and wait in lines. Now the same services can be obtained in just a few minutes online on the Diia portal.
An application to obtain these statuses can also be submitted to the nearest Administrative Service Centre, or ACS.
The status of a person with a disability because of war is granted upon receipt of a certificate of disability from the Medical and Social Expert Commission, or from a newly established expert team for assessing the daily functioning of a person.
Family members can apply for the status of a family member of a deceased veteran: a husband or wife with a marriage certificate; children (who do not have a family, have lost both parents or have got a disability before reaching adulthood); and parents who have the birth certificate of the deceased. Also, to obtain this status, a certificate of participation in hostilities of the deceased and a death certificate will be required.
Diia will automatically retrieve any such documents that are in the registers. Others will need to be added in electronic or paper form.
The services are implemented by the Ministry of Digital Transformation together with the Ministry of Veterans Affairs with the assistance of the DIA Support project, which is implemented by the United Nations Development Programme (UNDP) in Ukraine with funding from Sweden.
UNDP, with the support of Sweden, systematically supports the government in developing services for veterans. Earlier, in 2024, an electronic document was launched in the Diia application – the veteran ID. In six months, it has been generated more than 300,000 times.
In addition, the partners supported the development of a number of electronic services on the e-Veteran portal: submitting applications for participation in the selection for the position of a veteran support specialist, as well as for support specialists and regarding contract termination. They also digitised the receipt of an extract from the Unified State Register of Veterans in ACSs, which significantly accelerated the process of obtaining the document. Even earlier, they launched an e-service for submitting an application for selection to the national team for Invictus Games. In 2024, applicants sent a record 500 applications through this tool.
