Kyiv, 11 September 2024 – The eHealth Summit, the largest event in Ukraine’s digital medicine sphere, has been held in the Ukrainian capital by the Ministry of Health of Ukraine, with support from the United Nations Development Programme in Ukraine (UNDP) and with funding from Sweden as part of the DIA Support Project. The summit brought together over 300 leaders from the medical and IT industries, representatives of state bodies and public organisations, and international partners. It served as a platform for sharing experience and discussing future steps in the digitalisation of Ukrainian healthcare.

During the summit, Minister of Health Viktor Liashko announced new digital projects for the modernisation of medical services. These included electronic solutions for tracking the circulation of medical cannabis in Ukraine, electronic prescriptions for rehabilitation aids, electronic medical reports for the adoption process and for driver's license applications, new modules for the stock management system for medicines and medical products (eStock), an electronic waiting list for endoprosthetics, and the launch of new systems and registers.

Additionally, the launch of patients’ personal web accounts is expected this year. At the first stage, all medical web account users will be able to view, and if necessary resubmit a declaration on their choice of doctor to find a new specialist. Users will also be able to update their personal data, such as surname after marriage or their mobile phone number.

The minister expressed gratitude to Ukraine’s partners for supporting the country’s digital reforms: “Digitalisation is primarily about simplifying procedures for patients,” Liashko said. “But at the same time, it is a significant step towards greater transparency, accountability, and accessibility of medical care in general. Ukraine confidently demonstrates that it is ready to implement new technologies for the development of the medical system, even in wartime conditions.”

Key achievements in the field of electronic healthcare were also presented at the event, including:

• Already implemented information systems that connect millions of Ukrainians, hundreds of thousands of medical workers, and tens of thousands of healthcare institutions, such as the electronic healthcare system, electronic surveillance and continuous professional development systems, the e-Stock and MedData systems, and a single web portal for vacant positions in healthcare institutions;
• Digital tools like electronic referrals and prescriptions, medical reports for e-hospitals, medical reports on birth, and COVID vaccination certificates;
• 12 systems and data registers in healthcare, built on the Diia.Engine platform.

The summit was addressed by WHO Regional Director for Europe Dr. Hans Kluge, the Chairman of Parliament’s National Health Committee Mykhailo Radutskyi, the Ukrainian Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov, and international partners. The speakers highlighted the importance of reforms and digital projects in the field of healthcare.

UNDP in Ukraine is committed to supporting Ukrainians in the digitalisation sphere, including in healthcare, said UNDP Deputy Resident Representative in Ukraine Christophoros Politis.

“We strongly believe that digital innovation is not only a tool for modernisation – it’s a lifeline in these challenging times,” Politis said. “Together with our partners, we will continue to coordinate closely with the government on developing new digital solutions so that everyone in Ukraine – men, women and children – have access to the quality healthcare they deserve.”
