Analytical report “Opinions and views of Ukrainians on state electronic services in 2023”

The report is based on the results of a sociological survey of Ukrainians regarding the use of state digital services in 2023.
The study consists of two parts: First, a survey of residents of Ukraine aged 18 was conducted with respondents who lived in the government-controlled territory of Ukraine as of 23 February 2022, using computer-assisted telephone interviews (CATIs). Then, for a more qualitative study of the topic, and to identify the needs of vulnerable sections of the population, in-depth interviews of one vulnerable group (veterans) were conducted for the first time.
This is the fourth such survey. In this report, the results of the study are compared with those of previous UNDP-commissioned studies, which were conducted by KIIS in 2020, 2021 and 2022.
The study was carried out by the Kyiv International Institute of Sociology (KIIS) in September–October 2023 at the request of the United Nations Development Programme in Ukraine, as part of the “DIA Support Project,” which is being implemented with the financial support of Sweden and in partnership with the Ministry of Digital Transformation of Ukraine.
