UNDP, with support from a group of experts, in May 2023 released a pivotal report titled "Assessment of the Ability of Community-Led Organizations in Ukraine to Monitor the Quality and Completeness of HIV-Associated Service Packages". This comprehensive analysis underscores the indispensable role of Community-Led Monitoring (CLM) in strengthening the HIV response even amid the difficult wartime conditions in Ukraine.

Another report, called “Assessment of the Level of Systematic Integration and Recognition of Community-Led Monitoring of HIV Services in Ukraine” analytical report illuminates how CLM, as an integral part of the healthcare system, can significantly improve the quality and accessibility of HIV services. Despite the challenging circumstances, community-led organizations in Ukraine have shown resilience and effectiveness in monitoring HIV services, ensuring that the needs of affected individuals are met. The assessment evaluates critically the integration of CLM into national HIV strategies, scrutinizing current practices, policy frameworks, funding mechanisms, legal support, and data utilization.

Key findings highlight that while there is recognition of the value of CLM, significant gaps persist in policy, financing, legal frameworks, and governance. These shortcomings limit the full potential of CLM to enhance the national HIV response. The report stresses the urgent need for improved policy support, adequate financing, and stronger legal backing for community-led organizations.

Recommendations from the study advocate a more inclusive approach in national decision-making processes. It calls for the strengthening of partnerships between governmental bodies, international donors, and community-led organizations. Enhanced collaboration and resource allocation are essential to support the vital role of CLM in providing comprehensive, accurate, and timely data, which is crucial for the effective management and scaling up of HIV services in Ukraine.
