These Guidelines are aimed at enhancing the institutional capacity of representatives of oblast state administrations to coordinate the activities of local executive authorities, local self-government bodies, territorial structural units of central executive authorities, donor countries and development partners, civil society organizations and other stakeholders in the recovery and development of regions and territorial communities under martial law and post-martial law.

The manual was developed in partnership with the Congress of Regional and Local Authorities under the President of Ukraine with the assistance of UNDP in Ukraine under the Recovery and Peacebuilding Programme, with financial support from the European Union, the governments of Denmark and Sweden.
