In order to strengthen the processes of strategic planning and budgeting of the Sustainable Development Goals(SDGs) at the national and regional level in Ukraine, an important task is to increase institutional capacity of the state authorities and local self-government bodies, in particular, awareness and competence of their representatives in these areas.

As part of the implementation of the Joint Program "Promotion of Strategic Planning and Financing of Sustainable Development at the National and Regional Levels in Ukraine” Ernst & Young LLC (EY) in Ukraine conducted an analytical review of the available training courses and educational programs for civil servants, the public and business related to the strategic planning and financing of the SDGs. The review covered the period 2017-2021, and its main focus was on training programs for civil servants and representatives of local self-government bodies in Ukraine, which are freely available on a permanent and free basis.

Section  1 provides a list of training programs (courses/trainings/forums/webinars) held in Ukraine or available online in Ukrainian. All presented training programs are divided into those conducted on an ongoing basis and those conducted only once. Description of each program contains its form, providers (course organisers), target audience, public availability of materials, purpose and goal, as well as relevance to strategic planning and financing of the SDGs in Ukraine. Appendix 1 provides a summary of background information on all Ukrainian educational programs described in Section 1 of this review. This review is primarily focused on training programs specifically aimed at the Ukrainian speaking audience, i.e. those that were organised or conducted in Ukraine and are available in the Ukrainian language. Moreover, three English-language educational programs available to international audience were additionally reviewed in Section 2 of this report. Such international programs are directly related to the topics of strategic planning and financing of the SDGs and can be useful for civil servants as self-study materials.
