Uzbekistan Showcases Innovative Digital Solutions for HIV Services on World AIDS Day

On 27 November 2024, Tashkent will host a conference to present transformative digital systems developed by the Republican AIDS Service with support from UNDP and the Global Fund. These innovations represent a groundbreaking step in modernizing HIV prevention, care, and management across Uzbekistan, placing the country at the forefront of digital healthcare solutions in Central Asia.
The four electronic platforms that revolutionize digitalization of HIV services being highlighted include:
Management Information System (MIS): A centralized tool coordinating prevention programmes across over 150 Trust Points, 30 friendly offices, and 10 NGOs, ensuring efficient service delivery to vulnerable populations.
HIV ES: A real-time data management system streamlining patient registration, stock tracking, and service provision, increasing accuracy, transparency, and improving coordination while strengthening confidentiality.
Integrated Bio-Behavioral Survey (e-IBBS): A platform providing precise, real-time data for monitoring HIV spread and assessing prevention strategies, resulting in evidence-based planning and significant cost savings.
UNDP has been supporting the Republican AIDS Center for 20 years, bringing innovation to address challenges and ensuring those in need of the vital treatment receive it regularly and timely.
“Globally, UNDP champions digitalization as a way to increase accessibility and transparency to services, and we are proud that here in Uzbekistan, we have been able to support the Government in the fight against HIV by integrating innovation and inclusivity into health systems”,noted Anas Qarman, UNDP Deputy Resident Representative in Uzbekistan.
The need for digital transformation arose from significant challenges, including fragmented data systems, reliance on paper documentation, and limited transparency. By integrating these new platforms, Uzbekistan’s AIDS Service has achieved:
Real-time access to patient and program data.
Streamlined coordination across healthcare providers.
Enhanced data security with advanced authentication and VPN channels.
Improved transparency and accountability in financial operations.
These systems are interoperable and integrated in government databases, enabling comprehensive support for patients and ensuring informed decision-making.
The success of this digitalization effort has strengthened trust among national and international partners and established Uzbekistan as a leader in digital health innovations. By optimizing HIV-related services, these systems contribute to achieving national and global HIV response goals. UNDP is ready to support replicating and upscaling this experience.
The conference featured live demonstration of the systems, discussions with experts, and insights into how digital solutions can further reshape healthcare delivery.
