Introduction
According to the 2021 Global Climate Risk Index, Viet Nam is the country that was thirteenth most impacted by disasters and climate-related loss events from 2000-2019. Over the last three decades, climate-related disasters have caused an average estimated annual loss of 1–1.5 percent of GDP. The 28 provinces along Viet Nam’s 3,260-km coastline are especially vulnerable. About 71 percent of the population and 59 percent of the land area is vulnerable to natural hazards, with floods and storms causing the highest number of fatalities and economic damage. It is projected that between 6 and 12 million people in Viet Nam will be affected by coastal flooding by 2070.
The key threats to the natural coastal and marine ecosystems, their biodiversity, and the resilience of vulnerable coastal communities in Viet Nam’s coastal zone relate to the transformation of coastal ecosystems, the overexploitation of coastal resources from unsustainable and destructive natural resources use practices, pollution and climate change. At the same time, there are a number of systemic barriers that need to be addressed to build the resilience of vulnerable coastal communities:
- Inadequate climate risk information preventing effective adaptation planning and resource mobilization;
- Limited awareness, technical capacities and finance to develop comanagement or nature-supportive enterprise development for resilient, nature-based livelihoods and improved biodiversity conservation, among communities and decision makers at all levels;
- Ineffective collaboration and coordination between government, agencies and communities; and
- Limited awareness among the sector agencies and communities on integrated landscape and seascape planning and risks posed by biodiversity and ecosystem degradation.
The project will contribute to the improved resilience to climate change of vulnerable coastal communities and enriched marine and coastal biodiversity in Viet Nam by empowering nature-dependent communities, particularly women, to scale up nature-based climate solutions to enhance their resilience, strengthen the sustainable use of coastal natural resources, and protect the biodiversity of mangrove and coral reef ecosystems.
Objective:
The long-term objective of the project is “improved resilience to climate change of vulnerable coastal communities, particularly women, and enriched marine and coastal biodiversity in Viet Nam”.
Expected results:
Project beneficiaries will include vulnerable coastal communities engaged in, and significantly dependent on, natural resources provided by coastal and marine ecosystems in the three target coastal provinces, with particular focus on women.
- 20,000 direct beneficiaries (at least 75% women)
- 200,000 indirect beneficiaries (at least 75% women)
- 10,070 hectares of strengthened biodiversity conservation
- More than 400,000 tCO2e sequestered after 20 years
INTERMEDIATE OUTCOME 1100:
- Enhanced performance of government and vulnerable coastal communities, particularly women, to apply gender-responsive climate information and risk informed planning for climate change adaptation with environment co-benefits.
- Increased equitable access to gender-sensitive climate and disaster information services by vulnerable coastal communities, particularly women, women-focused organizations and government.
- Increased capacities for engagement of nature-dependent communities, particularly women, women-focused organizations and government in risk-informed and inclusive marine and coastal resources planning.
INTERMEDIATE OUTCOME 1200:
- Enhanced performance and leadership of women and women-led organizations to initiate nature-based climate solutions for sustainable ocean economy and livelihoods, with co-benefits for adaptation and biodiversity conservation.
- Increased access to finance for women and women-led organizations in nature-dependent communities to apply nature-based climate solutions in co-management and business development.
- Increased capacities for participation of nature-dependent communities, particularly women and women-led organizations, in promoting nature-based climate solutions in inclusive management of marine and coastal resources use.
INTERMEDIATE OUTCOME 1300:
- Enhanced performance of government, women and women-led organizations from nature-dependent communities in protecting biodiversity and ecosystem services with climate change adaptation and mitigation co-benefits.
- Increased capacity for establishment and effective management of mangrove and coral reef conservation areas for biodiversity conservation, climate change adaptation and mitigation, benefiting nature-dependent communities, particularly women.
- Increased capacity for strengthening area and quality of mangroves, providing ecosystem-based adaptation and mitigation services and livelihoods for nature-dependent communities, particularly women.
