Summary

The EU for Labour Market Inclusion (EU4LMI) aims to strengthen inclusive and active employment and skills models in the 19 targeted municipalities of Prrenjas, Gjirokaster, Vore, Mallakaster, Cerrik, Librazhd,Shijak, Kavaje, Kurbin, Kukes, Kruje, Pogradec, Korce, Kamez, Vlore, Shkoder, Elbasan, Durres and Tirane, scaling up models active labour market programmes (ALMPs) and skills development programme. The project is funded by the European Union and is implemented by UNDP, The Swedish Public Employment Service (Arbetsförmedlingen) and the Albanian Disability Rights Foundation.  

The purpose of the project is to ‘Enhance the partnerships of the National Agency for Employment and Skills with municipalities so that at the end all labour market actors establish and deliver inclusive and integrated employment and skills development for beneficiaries of cash assistance, NEET, PwD, and young mothers not in employment.  

The project is aligned with the Government of Albania's National Employment and Skills Strategy 2023-2030 and addresses Albania's labor market challenges, which include high youth unemployment, significant gender employment gap and high informality.   By working closely with local and national stakeholders, the project strengthens the role of labor market actors to deliver integrated employment and social services that help bridge the gap for vulnerable populations.

Key Activities

  • Sub-Granting Programs: Providing financial support to implement employment and skills development programs for vulnerable jobseekers.
  • Accessibility Audits: Improving accessibility in employment offices for PwD and providing assistive technologies.
  • Awareness Campaigns: Promoting active living and employment opportunities for PwD through engagement with local communities and employers.
  • Communities of Practice: Establishing local networks to enhance collaboration and knowledge sharing between labor market actors.
  • Vocational Guidance and Career Counseling:  the development of vocational guidance tools and instruments to be used by employment counselors and VET providers in all 19 municipalities. tools will help guide jobseekers in identifying career pathways, mapping skills to job opportunities, and pursuing further education or training.
  • Development of New Active Labor Market Programs (ALMPs): The project aims to develop new ALMPs, including supported employment models, intensive counseling, and vocational rehabilitation. These programs will be integrated into the broader employment and skills ecosystem, allowing for scalability and sustainability
  • Capacity Building: Training local labor market actors, including employment counselors, social workers, and VET providers. 

Expected Outcomes 

Outcome 1: Foster inclusive and tailored employment opportunities of groups at risk, women and men, boys, and girls, in line with the needs of the regional labour market.

Outcome 2: Improved access and flexibility of the skills development offer for youth and low qualified adults from the groups at risk.

Outcome 3: Promoted and delivered accessible and innovative models of supported employment and skills development for people with disabilities.
