This report explores existing budgets and social service expenditures of Albanian local self-government units with a view on informing planning for future monitoring and development in this area. The structure of social spending, as well as the current sources allocated to funding social care services in each municipality are the main focus. As such, the review extends to those social services that are financed directly through public funds (national or municipal) including those supported or financed partially by public authorities, but delivered by the non-government sector. The scope extends to social care services as defined in the law 121/2016 “on social care services in the Republic of Albania” including rresidential services, community services, para-social services, family services and specialized services.
