Post-Legislative Scrutiny of the Environmental Assessment Code of Georgia. 2020

The report presents key findings and recommendations of the Post-Legislative Scrutiny implemented by the Parliament of Georgia in March-June 2020 with the assistance of the European Union (EU), UNDP and the Westminster Foundation for Democracy (WFD), to examine the implementation of the Environmental Assessment Code.
Recommendations included in the report, reveal the need for amending the legislation to improve its efficiency and call for concrete actions to be implemented by the Ministry of Environmental Protection and Agriculture of Georgia:
- Additional measures to increase public awareness about planned public hearings in the area.
- Finetuning functions on the Ministry’s official website to better inform the public.
- Taking measures to improve the quality of the Environmental Impact Assessment reports.
- Starting consultations on the legislative amendments to the Environmental Assessment Code in the area of extractable minerals.
- Preparing amendments to the Environmental Assessment Code to refine provisions related to screening criteria.
- Preparing legislative amendments to the Environmental Assessment Code to refine procedure of introducing changes to the Environmental Decisions.
