Promoting good governance and peace

 

Paving the way to Prevention

At UNDP, we recognize that peace and stability are essential for sustainable development. Our efforts are dedicated to support the Government of Guinea-Bissau in strengthening governance, build strong institutions, promote access to justice, the rule of law, and human rights. By supporting political processes and the engagement of women and youth in decision-making, the UNDP programme can help prevent conflicts and the country to make progress towards Sustainable Development Goal 16.

Access to Justice

UNDP promote access to justice for women and promoted gender equality through strategic partnerships with the Bar Association, the Judicial Police, Centers for Access to Justice (CAJ), and civil society organizations. Our innovative approach, combining efforts from the Bar Association and civil society organizations (CSOs), effectively addresses gender-based violence (GBV) and provides judicial support to victims. Awareness campaigns in rural areas reached over 3,000 individuals in 2023, and the CAJ offices facilitated access to justice for 3,783 people, including 1,716 women.
Our support to the Office of Assigned Lawyers (GAO), which addresses unlawful detentions and human rights violations. 

Justice Caravan Initiative


The Justice Caravan is an innovative initiative that brings legal and registration services to Guinea-Bissau's most remote and vulnerable areas, ensuring that even isolated communities have access to justice. This project also raises awareness of citizens' rights and promotes a culture of justice and active citizenship. In 2024, the caravan educated 2,898 people on fundamental rights and completed 3,288 civil registrations, contributing to a more just and inclusive society.

A total of 3,288 children aged between 0 and 7 were registered, 1,719 male and 1,569 female, of whom 7 had some kind of disability, 52% boys and 48% girls;
2,898 people took part in the Djumbai sessions ( awareness sessions) , 1,495 women (52 per cent) and 1,403 men (48 per cent), 45 of whom were disabled;
It is estimated that more than 150,000 listeners across the country were reached and sensitised to the campaign's themes through radio broadcasts.

Combating Drug Trafficking and Organized Crime (DTOC)

UNDP collaborates with the Ministry of Justice and Human Rights to combat drug trafficking, corruption, and organized crime. In early 2024, we supported the refurbishment of two border posts, contributing to regional security and stability, which are essential for sustainable development. UNDP also co-hosted the "Justice and Contemporary Challenges" conference in May 2024, facilitating discussions on anti-corruption strategies, organized crime, and the impact of technology on criminal activity. The conference engaged major international donors and resulted in strengthened cooperation with key partners like Japan and the European Union.
Efforts to combat drug trafficking and organized crime have included seven training sessions on economic and financial crimes for 548 participants. In addition, 90 new Judicial Police agents were trained to enhance crime prevention and investigation capabilities. Community policing programs were also implemented in regions like Oio and Cacheu, addressing land conflicts and fostering peacebuilding efforts.

Political Stabilization


The UNDP’s Political Stabilization Project aims to foster trust between state institutions, political actors, and citizens, creating the conditions necessary for peaceful elections and consensus on key reforms. In 2024, the project supported a major civil society initiative to promote democracy and sustainable development. Over 100 organizations came together for the 1st National Conference of the Citizen's Convention, empowering civil society to influence policy and ensure government accountability.
A comprehensive capacity-building efforts have been implemented, including training youth leaders and political parties on effective leadership. Through collaboration with the National School of Administration (ENA), the Leadership Academy Strategic Plan was developed, ensuring long-term sustainability of leadership training beyond the project’s completion.
UNDP also supported the launch of the I-Report platform, a tool for civil society organizations to collect and share data with the National Early Warning Response (EWR) Center. This platform strengthens early warning mechanisms, improves multi-stakeholder dialogues, and enhances crisis response capabilities.

Digital Transformation

The digital revolution is shaping economies, societies, and institutions in every corner of the planet, and Guinea-Bissau is no stranger to this impact. The nation, rich in culture and diversity, recognizes that embracing digitalization is a crucial step in addressing the challenges of the 21st century, driving progress, and improving the quality of life for its citizens. - Guinea-Bissau Digital - " Driving Digital Transformation", is a response to this urgent need and a manifestation of Guinea-Bissau's commitment to proactively embrace the digital revolution. 
The initiative is a commitment to embracing digitalisation as a crucial tool for tackling the challenges of the 21st century and promoting sustainable development.
