Rita Wulandari Wibowo: A Trailblazer in Gender-Sensitive Law Enforcement

​In a field often dominated by men, Kombes Pol Dr. Rita Wulandari Wibowo, S.IK., M.H. has carved a unique path as a leading advocate for gender-sensitive policing in Indonesia. With nearly three decades of service, Rita has become a cornerstone in the fight against gender-based violence and human trafficking, blending legal expertise with a deep commitment to protecting the most vulnerable in society. 

“When I encounter survivors, I see beyond the crimes committed against them. I see the importance of their recovery and the continuation of their lives,” she explains, reflecting her holistic approach to justice.

Born in Semarang, Rita’s journey to become a police officer began in 1995 when she graduated from the Policewomen’s Academy (Sekolah Polisi Wanita) in Ciputat. Her early career was shaped by her passion for martial arts, which she taught as an instructor, and her dedication to investigation, which led her to roles in cybercrime and child protection units. By 2004, she found her calling in handling cases involving women and children at Polda Metro Jaya, which has remained her focus for nearly two decades. 

“Our work isn’t just about arresting perpetrators,” she emphasizes. “It’s about ensuring survivors have the resources and support they need to rebuild their lives.”

A Lifelong Passion for Justice

Rita’s commitment to gender-sensitive policing is deeply personal. She views each case as an opportunity to create systemic change and address the root causes of violence. Her understanding of the cycles of abuse has driven her efforts to provide comprehensive care for survivors while preventing future crimes.

Her dedication earned her the prestigious 2020 International Association of Women Police (IAWP) Prevention and Detection of Violence Against Women Award, a recognition of her consistent and impactful work. This included high-profile cases of trafficking and online exploitation, as well as the repatriation of over 2,500 Indonesian citizens exploited abroad.

Rita believes that gender sensitivity in law enforcement is not just a requirement but a moral imperative. Through her leadership, she has pushed for gender training programs and advocated for male officers to approach cases involving women and children with empathy and professionalism. “Gender sensitivity isn’t exclusive to women officers,” she says. “Male officers, as sons, fathers, or brothers, can and should embody these values.”

Her vision includes establishing specialized protocols for handling sensitive cases and creating safe spaces for survivors to seek help. By collaborating with social service providers and legal entities, Rita ensures survivors receive not just justice but also comprehensive support, including shelter and counseling.

Beyond her enforcement work, Rita has become a mentor and policymaker, contributing to developing frameworks such as the Child Justice System. “As a woman, I strive to embrace, encourage, and empower others in the fight against violence and exploitation,” she states.
