The programme has been developed in the aftermath of Cyclones Idai and Kenneth, aiming to contribute to Mozambique’s rapid restoration of development pathways.
Mozambique Recovery Facility
The Mozambique Recovery Facility (MRF) was established in response to the devastation caused by Cyclones Idai and Kenneth, with the objective of supporting Mozambique in restoring its development trajectory while enhancing resilience to future disasters.
Implemented by UNDP Mozambique in collaboration with the Government of Mozambique and key partners, the programme operates as a multi-donor trust fund with an investment of USD 72.2 million over five years. The MRF adopts an integrated approach, bridging immediate recovery needs with long-term development solutions, addressing structural vulnerabilities, and strengthening institutional capacities.
UNDP’s vision for the cyclone recovery programme focuses on sustainable development, good governance, and resilience-building, ensuring that affected communities not only recover but also gain improved adaptive capacity to withstand future shocks.
Action Pillars of MRF
The programme is structured around three key action pillars:
- Pillar 1: Resilient Livelihood Recovery and Women's Economic Empowerment – Promoting sustainable income-generating opportunities and economic inclusion for vulnerable populations, particularly women.
- Pillar 2: Resilient Housing and Community Infrastructure – Supporting safer housing reconstruction and critical infrastructure rehabilitation to strengthen community resilience.
- Pillar 3: Institutional Strengthening of the Government’s Post-Cyclone Reconstruction Cabinet (GREPOC) – Enhancing the government’s capacity to coordinate and implement effective recovery and reconstruction strategies.
