National Biodiversity Strategies and Action Plans (NBSAPs) 

Through this initiative, UNDP is working with countries to conduct a rapid review of the alignment of existing NBSAPs with the Kunming-Montreal Global Biodiversity Framework (GBF) to identify key areas that will need to be updated and refined in light of the new global framework and targets. 

The NBSAP Forum is a global partnership aiming to support countries in implementing the UN Convention on Biological Diversity (CBD) and its strategic plans, including global biodiversity targets. To achieve this, CBD Parties are required to develop and implement NBSAPs, including national targets, and integrate them into relevant sectoral and cross-sectoral plans, programmes and policies, and submit national reports on the effectiveness of measures taken to implement the NBSAP. The Secretariat of the Convention on Biological Diversity (SCBD)(link is external), the United Nations Development Programme (UNDP), and the United Nations Environment Programme (UNEP)(link is external) host the NBSAP Forum, in partnership, through generous funding provided by the Global Environment Facility (GEF)(link is external). The purpose of the web portal is to support countries in finding the information they need to develop and implement effective NBSAPs and prepare national reports. 

Global Biodiversity Framework Early Action Support Project

The Global Biodiversity Framework Early Action Support (GBF-EAS) project is designed to mobilise funding and support so that countries can meet the new biodiversity targets. Funded by the Global Environment Facility (GEF), the GBF-EAS project is working to fast-track readiness and early actions. The project is jointly implemented by UNDP and UNEP, in partnership with the CBD Secretariat and the GEF, and provides financial and technical support package that focuses on four components: alignment with national biodiversity strategies and action plans, national monitoring systems, policy and institutional coherence, and biodiversity finance.

Global Biodiversity Framework Early Action Support Project Brochure

Umbrella Programme to Support NBSAP Update and the 7th National Reports

Building on the GBF-EAS Project, this programme is a Party-led effort funded by the GEF to continue the process of updating NBSAPs and undertake reporting on implementation of the GBF. This programme provides financial and technical support to 139 developing countries, small island developing states, and economies in transition in their work to update NBSAPs in alignment with the GBF and prepare and submit Seventh National Reports to the CBD. Joint implementation support is provided by the UNDP and the UNEP, in partnership with the CBD Secretariat and the GEF Secretariat.

Umbrella Programme to Support NBSAP Update and the 7th National Reports

Umbrella Programme to Support Development of Biodiversity Finance Plans

Funded by the GEF, this programme seeks to address the global biodiversity financing gap, estimated at $700 billion annually, by supporting 91 countries in developing National Biodiversity Finance Plans (NBFPs). These plans will identify biodiversity finance gaps, assess expenditure reviews and financial needs, and implement strategic finance solutions aligned with the Kunming-Montreal Global Biodiversity Framework and NBSAPs targets. Using the Biodiversity Finance Initiative (BIOFIN) methodology developed by UNDP, the programme aims to promote sustainable financing and systemic change through comprehensive baseline diagnostics, capacity-building, and institutional reforms. At its core, the program is committed to inclusivity, innovation, and fostering global collaboration through a knowledge-sharing platform, ensuring a scalable and impactful approach to biodiversity conservation.

NBSAP Accelerator Partnership

The NBSAP Accelerator Partnership is a country-led global initiative aimed at accelerating the implementation of NBSAPs aligned with the GBF. This is done by providing coherent access to financial and technical support as a neutral broker, providing customized in-country/regional facilitation and cross-country learning, raising the political profile of NBSAPs, and promoting cross-sectoral and aligned nature-positive action. Led by Colombia and Germany, and supported by UNDP, UNEP and the CBD, the NBSAP Accelerator Partnership acts as a vehicle to strengthen global, regional, and national ambition and political support to implement the revised NBSAPs and catalyse accelerated biodiversity action.
