UNDP has been working to ensure better lives for the Filipino people since 1965, and has been committed to helping the country achieve the Sustainable Development Goals (SDGs) as well as national development priorities as set out in the Philippine Development Plan. The Standard Basic Assistance Agreement (SBAA), signed on 21 July 1977, provided an early framework for UNDPs work in the country as well as the ongoing legal basis for UNDPs operations in the Philippines.

What do we want to accomplish?

UNDP’s Country Programme Document (2024-2028) focuses on three key areas of intervention: human capital development, inclusion and resilience building; sustainable economic development, innovation and decent work; and climate action, environmental sustainability and disaster resilience. These strategic priorities reflect UNDP’s commitment to support the Philippines in its pursuit of the Sustainable Development Goals (SDGs), the Philippine Development Plan 2023-2028, and Ambisyon Natin 2040 through inclusive, equitable and resilient development outcomes.

Bringing better services to the marginalized and people at risk involves strengthening governance and public institutions, enhancing access to quality social services and social protection, and promoting equitable participation in policy and decision-making processes. UNDP works with national and local governments, communities and partners to improve delivery systems and build resilience against economic, climatic, disaster and public health shocks.

UNDP supports sustainable economic development by fostering an inclusive, innovative and sustainable economy that generates decent work and livelihood opportunities, including through entrepreneurship and capacity building for micro, small and medium enterprises, and by expanding access to markets.

In the area of climate action and environmental sustainability, UNDP enhances disaster risk resilience and promotes the just transition to low-carbon development, sustainable management of natural resources and biodiversity, and strengthened resilience to natural hazards. This includes climate adaptation, mitigation, and environmental governance efforts that align with international commitments like the Paris Agreement.

Peace, stability and social cohesion remain cross-cutting considerations as UNDP continues to support governance reforms, community resilience, and inclusive local development—especially in conflict-affected and at-risk areas—drawing on its experience in peacebuilding and risk prevention.

Throughout its work, UNDP emphasizes human rights, gender equality, empowerment of marginalized and vulnerable populations, and innovation as fundamental principles.

UNDP partners with multiple government agencies and development stakeholders throughout the Philippines. The National Economic and Development Authority (NEDA) serves as UNDP’s primary government counterpart, with national and local agencies acting as implementing partners for programmes. UNDP also collaborates with international partners, the private sector, civil society organizations, and communities to deliver development results across the country.
