The state of Governance in Rwanda is steadily improving, according to the Rwanda Governance Scored Card (RGS) launched 30 July, 2013 in Kigali.  The RGS showed significant improvements in areas of rule of law, participation, political rights and civil liberties. Safety and security indicator ranks best with 91.36% and quality of service delivery ranks last though it has registered an improvement of 4.23%.

Access to legal aid tops the most improved areas with 25.18% improvement. Other most improved sectors include: Civil society participation by (8.28%); vibrancy of non-state actions in policy formulation by 8.51%; access to public information by 5.5%; control of corruption, by 5.7% of and transparency and service delivery in education sector by 8.31%.   

The Rwanda Governance Scorecard is an annual publication of the Rwanda Governance Board (RGB) that seeks to gauge the state of governance in Rwanda using internationally accepted and home grown methodologies.

The One UN has been supporting this assessment through the Inclusive Participation in Governance Programme implemented by UNDP. The One UN will continue to support governance related assessments through a new US$ 12 million Democratic Governance programme in the next five years of the life of the UN Development Assistant Plan (UNDAP 2013-18).

During the launch of the 2012 RGS, the UN Resident Coordinator Lamin M. Manneh noted that “these very positive achievements Rwanda has registered in good governance may at times be taken for granted, particularly by those who may not be familiar with the country's history. “Coming from where it did about two decades ago”, he said, “ these achievements are no doubt the results of not only strong and committed leadership and hard work, but also of the courage and willingness to take very innovative approaches to the attainment of the ideals of good governance”.
