October 12, 2022
Ashgabat, 7 October 2022: Within the framework of the joint project of UNDP and the Ministry of Agriculture and Environmental Protection of Turkmenistan "Sustainable Cities in Turkmenistan: Integrated Green Urban Development in Ashgabat and Avaza”, a working meeting was held aimed at preparing the First Biennial Report (BUR1) and the Fourth National Communication ( NC4) of Turkmenistan on climate change, as well as discussing the implementation of the “Nationally Determined Contribution (NDC)” in accordance with the Paris Climate Agreement. The preparation of BUR1/NC4 national reports is carried out by UNDP in Turkmenistan and the United Nations Environment Programme (UNEP).
The purpose of the working meeting was to discuss in detail the process of developing project proposals by national entities to reduce greenhouse gas emissions for the successful implementation of the Paris Agreement in Turkmenistan.
All key ministries and departments of Turkmenistan are involved in the preparation of NC4/BUR1, which will help strengthen the existing institutional structure and ensure that national climate reports submitted by Turkmenistan comply with the requirements of the United Nations Framework Convention on Climate Change (UNFCCC).
During the meeting, participants were familiarized with the main achievements of the project in the process of preparing the BUR1. The National Inventory of Greenhouse Gas Emissions for the period 2011–2015 has been completed. The project is currently working on a needs assessment and preparing to develop a national greenhouse gas inventory system. As part of mitigation efforts, an analysis of existing tools for modeling and building future GHG emission trends has been finalized. The selection of indicators for the analysis of current macroeconomic indicators and the forecast of GHG emissions, as well as the collection of data on activities affecting the reduction of GHG emissions were completed.
During the workshop, participants were introduced to the UNFCCC guidelines for the preparation of the GHG emission reductions section for the Biennial Update Report (BUR). Potential measures to reduce GHG emissions for inclusion in BUR1 under the UNFCCC were actively discussed by the meeting participants.
The development of this document is of key importance for fulfilling the obligations under the Paris Agreement and highlights the efforts of Turkmenistan on reducing GHG emissions at the national level.
