UN Peace Support Facility – Phase II
Project Summary
The UN Peace Support Facility (UN PSF) was established to support the national peace process by implementing elements of the 2018 Stockholm Peace Agreement. Building on the results of Phase I, the UN PSF Phase II continues to support the objectives for the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) and the UN Resident Coordinator’s Office (RCO) to Yemen.
The UN PSF pursues its objectives by supporting Yemen’s peace process with initiatives that deliver a tangible, rapid, and lasting impact on Yemenis’ daily lives while reinforcing and building local support for the peace process.
The UN PSF Phase II serves as a versatile facility supporting emerging opportunities to make progress towards peace. The UN PSF initiatives focus on three mediation tracks – political, military/security, and economic – covering short and longer-term priorities emanating from international mediation efforts between the parties to the conflict, while supporting subnational peacebuilding initiatives that build momentum for peace.
The UN PSF is structured into three result areas:
- Result Area 1 supports OSESGY and the RCO’s peace and stability processes through confidence building interventions and mechanisms.
- Result Area 2 supports new – and brings to scale existing – local peace initiatives.
- Result Area 3 accommodates special initiatives complementary to Result Areas 1 and 2 that promote broader, more coherent, and inclusive support of the international community to the peace process, and to a potential peace agreement.
Objectives
- Support subnational level conflict resolution initiatives that can incentivize and lay the foundations for the national peace process.
- Build momentum on the ground for the peace process with local-level, small wins, that contribute to the implementation of national-level agreements and development of the peace process.
- Develop peacebuilding capacity of national and subnational Yemeni actors and institutions, such as universities, civil society organizations, women, and youth networks as well as public institutions where appropriate.
- Support interventions that will integrate support to local-level social networks and movements aimed at advancing women’s rights and gender inclusivity and facilitate participation of women and youth in the peace process, including through gender ‘stand-alone’ projects.
- Boost programming in areas where the peace process can progress.
Gender Inclusivity
When building momentum towards peace, ensuring women’s participation is essential.
The UN Peace Support Facility promotes inclusivity during peace dialogues by empowering women and building their capacity on gender mainstreaming and project planning and advocating for their meaningful participation in peace negotiations.
Expected results
- Renewed, continuous and constructive engagement of the parties in the peace process.
- Momentum and demand for peace is created at the local (subnational) levels.
- Support of the international community to the peace process – and to a peace agreement once concluded – is broadened, and more coherent and inclusive.
Achievements
- A gender network has been institutionalized within an academic institution (Women Research & Training Center, Aden University) to promote gender equality and the Women, Peace and Security (WPS) agenda.
- Inclusion of 6 women in decision making roles at Aden’s Family Protection Department.
- Around 1600 young women and men will benefit from the peacebuilding projects implemented by the recipients of the facility's Small Grant Mechanism.
- Installation of a water network in Dhamar. The network is serving 420 households with a projection to serve 800 households in the future.
- Increased the safety of more than 50,000 students in 50 schools across six governorates.
- Finalized the institutional structure of the National Action Plan by establishing a gender self-assessment working group within the police department of the 8 districts of Aden.
- Increased legitimacy of government security institutions through 120 local forums targeting around 2000 participants from the security sector.
- 401 security personnel received training on civilian harm mitigation and protection of civilians.
- Supported OSESGY in developing a ceasefire monitoring mechanism.
- 2 million Yemenis reached through a national advocacy campaign focusing on security issues.
- Extensive rehabilitation of Hodeidah Port, leading to a decrease in import cost of humanitarian goods.
- Established a network of civil society organizations to address community safety.
- 11 Community Protection Groups were established across Yemen.
- Hosted peacebuilding community dialogues for more than 1,000 local police departments, Ministry of Interior and Ministry of Defense staff.
- Increased the safety of civil society when working in environments contaminated by explosive ordnance.
Achievements by the UN PSF regarding gender empowerment include:
- Support to Aden’s Family Protection Department through advocacy and training, and the appointment of 6 women as Assistant Heads of Police Stations.
- The establishment of the Women Research and Training Center’s Peacebuilding Network with technical and financial support from the UN Peace Support Facility.
