Maputo, 11 March, 2024 - The United Nations Development Program (UNDP) and the European Union (EU) have signed a partnership agreement in Maputo for the project "Enhancing Democracy and Electoral Processes in Mozambique for the Electoral Cycle 2022-2025."

With this contribution from the European Union, along with support from other partners including the governments of Norway, Canada, Spain, and Germany, as well as the UNDP, the project will persist in implementing activities across four strategic areas outlined below:
1. Strengthen the technical capacities of electoral stakeholders to promote credible and inclusive electoral processes;
2. Enhance transparency in the electoral process through greater public outreach and information sharing by EMBs to the voters’ population;
3. Improve electoral operations planning and electoral processes during the electoral cycle, including during natural disasters, security threats and political violence;
4. Enhance the effectiveness and transparency of the Electoral Dispute Resolution mechanism through technical assistance to the Constitutional Council, CNE, and Supreme Court.

According to the European Union Ambassador to Mozambique, Mr. Antonino Maggiore, this partnership, which is also supported bilaterally by some European Union Member States, will ensure technical support for the national bodies in charge of electoral organization and management to carry out their mandate more effectively.
Mr. Edo Stork, the Resident Representative of UNDP Mozambique, expressed gratitude to the European Union for its contribution and emphasized UNDP's commitment to enhancing democratic processes. He highlighted the joint dedication of UNDP and the EU to promote the involvement of vulnerable and marginalized groups, as well as gender equality, in democratic processes. Mr. Stork stressed the importance of upholding principles such as inclusion, integrity, transparency, and credibility and the fundamental role of citizen participation in democratic processes, aiming for the full realization of the Sustainable Development Goals by 2030.

• "Enhancing Democracy and Electoral Processes in Mozambique for the Electoral Cycle 2022-2025” is a four-year multi-donor UNDP project designed to strengthen the democratic and electoral system in Mozambique and builds on previous electoral support and lessons learned and covers 2023 Municipality Elections, 2024 General Elections and post-election phase.
• The project was developed based on the formal request of the Government of Mozambique, the recommendation of the Needs Assessment Mission (NAM) conducted by the United Nations in April 2021, the reports of international electoral observers on the 2019 elections and is aligned with the UNDP Country Program Document (CPD) and the Five-Year Plan of the Government of Mozambique 2020-2024 (Programa Quinquenal do Governo, PQG).
