UNDP Indonesia Completes its Post-disaster Reconstruction Project "PETRA" in Central Sulawesi and NTB which began in 2019

Palu, 24 June 2024 – UNDP Indonesia handed over 19 facilities which have been reconstructed to the Government of Indonesia through the National Agency for Disaster Management (BNPB). The 19 basic public service facilities handed over consisted of four schools in Palu City, seven schools in Parigi Moutong District, seven schools, and one community health center in Sigi District, Central Sulawesi Province.

The handover process of the facilities that have been completely rebuilt was marked by the joint signing of the asset handover minutes (BAST) between UNDP Indonesia and BNPB. This was followed by the signing of operational handover minutes (BASTO) between BNPB and the government of Central Sulawesi Province, Palu City, Sigi District, and Parigi Moutong District to enable the 19 facilities to be used immediately.

“Post-disaster recovery efforts require synergy and collaboration of all parties, and PETRA exemplifies this. Furthermore, following the signing of the BAST and BASTO, the regional government must be committed to maintaining the facilities so that they may be well utilized in the long term," said Johny Sumbung, BNPB’s Director of Physical Recovery and Improvement in his speech at the signing ceremony of the PETRA Project BAST and BASTO in Palu City (24/6).

Prior to the handover of the 19 facilities, representatives from various directorates at BNPB, Bappenas, Ministry of Finance, and relevant local government agencies of Central Sulawesi Province, Palu City, Sigi, and Parigi Moutong Districts carried out a joint field verification on Saturday, 22 June 2024. This joint verification ensured that the 19 facilities were in good condition and suitable for operation. The findings from the joint verification were then combined and used as an attachment in the BAST and BASTO documents.

The handover of the 19 basic public service facilities marks the end of UNDP support for post-disaster recovery in the provinces of Central Sulawesi and NTB through the PETRA project. "We hope that the facilities that have been reconstructed and handed over through the PETRA project in the provinces of NTB and Central Sulawesi to date, can help local governments and the community in accelerating post-disaster recovery in NTB and Central Sulawesi," said Christian Usfinit, Team Leader of Resilience and Reconstruction Unit at UNDP Indonesia.

PETRA is a UNDP reconstruction project funded by the Government of Germany through KfW to support post-disaster recovery in the provinces of Central Sulawesi and NTB. The project has been implemented since 2019 and targets 54 public facilities and community infrastructures. During the implementation period, UNDP Indonesia and partners completed the reconstruction process of 22 targets in NTB province and 32 targets in Central Sulawesi province which have been handed over to the Indonesian government through the BAST mechanism, including 22 facilities in NTB province and 11 facilities in Central Sulawesi province in 2022, two facilities in Central Sulawesi province in 2023 and finally 19 facilities in Central Sulawesi province this year.

“We are proud to be part of UNDP PETRA. We as the regional government are ready to accept and are committed to maintaining the seven schools handed over today. One concrete form of the Parigi Moutong district government's commitment is the procurement of furniture for these schools" said Adrudin Nur, Assistant for Government and Social Welfare.

Appreciation also came from government representatives of Palu City, Donggala, and Sigi District. "We represent the people of Palu City and express our appreciation and gratitude to the Government of Germany through KfW, UNDP Indonesia, BNPB, and Bappenas for their support to accelerate post-disaster recovery in Palu City. "We are particularly grateful for the reconstruction of the Kawatuna waste landfill facility, which has allowed the City of Palu to receive the Adipura award for the first time in March 2024," said Irmayanti Pettalolo, Secretary of Palu City.

The rebuilt 54 facilities in the two provinces have restored healthcare services for more than 400 thousand local people, education for more than 6,000 students, waste management in Palu and Donggala, and livelihoods for more than 3,000 farming families and hundreds of MSMEs in Central Sulawesi and NTB.
