Multi-Criteria Analysis in Regulatory Impact Assessment in Georgia Research. 2024

Since 2015, Georgia has actively implemented Regulatory Impact Assessment (RIA) as a crucial tool for evidence-based decision-making. Around 80 RIA reports have been produced, demonstrating a concerted effort from the public and private sectors. The Government of Georgia solidified its commitment to RIA in 2020 through its institutionalization. However, challenges exist, particularly concerning the Multi-Criteria Analysis (MCA) component, which presents inherent subjectivity.
The given research study aimed to enhance Multi-Criteria Analysis within the Regulatory Impact Assessment process by providing user-friendly tools and guidance, ultimately making decision-making more efficient and less subjective.
The research project created three documents:
- The report 'Multi-Criteria Analysis in Regulatory Impact Assessment in Georgia'. The document describes current practices of Multi-Criteria Analysis use and associated challenges, reviewing the existing literature and identifying and summarizing the best practices related to MCA in the RIA context.
- User-friendly Multi-Criteria Analysis Excel-based tools.
- Implementation guidelines for conducting a transparent and objective MCA, tailored to the Georgian context.
The research was carried out by the Operational Research Institute with the support of UNDP and UK International Development of the Great Britain Government, within the framework of the project 'Supporting Public Administration Reform in Georgia'.
