Access to Environmental Justice in Pakistan

February 24, 2025

This paper has been developed based on lessons learnt from UNDP Pakistan’s Initiative on Access to Environmental Justice. It summarizes the various laws, policies, and mechanisms that establish a framework for environmental rights and access to justice in Pakistan and presents an analysis on the challenges that continue to persist.

Through this document, UNDP Pakistan proposes the establishment of an Environmental Justice and Climate Governance Facility as a platform to improve Pakistan’s environmental performance and increase access to environmental justice by engaging all stakeholders to strengthen existing mechanisms, conduct normative research, provide technical support, analyze data, and promote coordination of relevant entities at national and sub-national levels.

The facility will aim to provide support to government institutions and work towards building a bridge between government departments, national human rights institutions, civil society, and environmental human rights defenders so that all stakeholders can work together to achieve real-world progress and improve environmental justice and climate issues within the country.
