The DFA has identified many opportunities to improve the Cook Islands’ INFF that govern the development finance available to the Cook Islands, including the overarching financing framework, M&E framework, governance and coordination mechanisms. Many of these opportunities for reforms are interrelated. For example, Land tenure reforms are related to Foreign Direct Investment, financial sector development, promoting MSME development, etc.
