Transforming Local Administrative Data Collection Systems for SDG Acceleration in Sri Lanka

Led by the Government of Sri Lanka and the UN in Sri Lanka, the ‘OneRegistry’ initiative is implemented by UNDP and WHO in Sri Lanka under the UN Sri Lanka SDG Fund
Project Overview
OneRegistry falls under UNDP’s flagship portfolio on digital transformation, aligning with Sri Lanka’s national agenda to modernize public service delivery and enhance legal identity. The project aims to assist the Government’s efforts to strengthen the legal identity ecosystem by digitally strengthening Civil Registration and Vital Statistics (CRVS) system, which is currently primarily paper-based despite its high coverage for births, deaths, marriages, adoptions and divorces.
In collaboration with key government partners including the Registrar General’s Department, Ministry of Digital Economy, and Ministry of Public Administration, Provincial Councils and Local Government, OneRegistry seeks to integrate digital innovation with institutional reform. The project facilitates the creation of a digital, interoperable and inclusive CRVS system focused on sustainability, scalability, and accessibility, ensuring legal identity for all. With an estimated reach of 1.27 million beneficiaries, OneRegistry aims to pave the way for inclusive digital transformation, sustainable development and serve as the backbone of interoperable public systems in Sri Lanka.
OneRegistry will support the government’s efforts to enhance the legal identity ecosystem, support national inter-operability platforms and address existing process inefficiencies by leveraging modern data management solutions, secure authentication protocols, and best practices from global digital governance.
Approach and Impact
Taking a multi-pronged approach, OneRegistry involves:
- Strengthening legal and regulatory frameworks to support digital transformation.
- Enhancing technical systems for efficient, cost-effective, and user-centric public service delivery.
- Conducting capacity-building and stakeholder consultations to embed best practices in governance and digital integration.
- Improving the accuracy, efficiency, and accessibility of vital statistics, ensuring that all individuals, including marginalized and vulnerable populations, are registered and have access to legal identity.
- Supporting and serving as a foundational building block for the national digital priorities of the Government of Sri Lanka
By digitizing civil registration, OneRegistry will not only improve service efficiency and data quality but also pave the way for integrating digital solutions such as SLUDI and DPI, ultimately ensuring equitable access to legal identity and public services for all citizens, especially the most vulnerable.
