Provincial Level Strategic Action Plan – North Central Province

The Provincial Level Strategic Action Plan for Solid Waste Management (SWM) in the North Central Province is a key initiative under the Capacity Development for Local Government (CDLG) Project, implemented by UNDP Sri Lanka with funding from the European Union (EU). The plan aims to modernize and enhance waste management across local authorities in Anuradhapura and Polonnaruwa, ensuring sustainability and efficiency.

A technical assessment identified key challenges in the province, including insufficient waste collection coverage, improper waste disposal, and a lack of recycling and composting facilities. Many local authorities struggle with outdated infrastructure and limited financial resources, leading to environmental pollution and health concerns.

To address these challenges, the action plan proposes a comprehensive strategy that includes waste reduction initiatives, improved collection and disposal systems, expanded composting and recycling facilities, and the introduction of waste-to-energy solutions. The plan also promotes public-private partnerships (PPP), policy enforcement, and community engagement to make SWM a self-sustaining and economically viable process.

Aligned with Sri Lanka’s environmental policies and the UN Sustainable Development Goals (SDG 11), this initiative seeks to create cleaner, healthier, and more resilient communities in the North Central Province.
