Transformative Governance Unit

 

 

Brief Description

 

The unit draws its inspiration from the UNDP Signature Solutions in its Global Strategic Plan relating to governance, resilience, and gender. Guided by the Zimbabwe United Nations Sustainable Development Cooperation Framework (ZUNSDCF) 2022-2026 and UNDP Zimbabwe Country Programme Document (CPD) 2022-2026, the primary aim of the TGU is to support national development aspirations towards the achievement of transformative, accountable, equitable and inclusive governance for a prosperous and empowered society in Zimbabwe.

The Unit has worked closely with the Government of Zimbabwe (GoZ) in strengthening the governance institutions and processes, with emphasis on enhancing the capacities of key national institutions in the Executive, Parliament, Judiciary, Independent Commissions, and sub-national institutions to deliver on their mandates. Particular attention is on ensuring greater participation and engagement of citizens in governance and development processes, especially in accessing services and enjoying justice, the rule of law, and human rights following the Constitution of Zimbabwe and ratified international norms and standards.

ACHIEVEMENTS

To combat existing disparities in the application of the laws by judicial officers which resulted in the violation of access to justice rights to fair trail and administrative justice rights over the years, the JSC, through an inclusive process, with support from the UNDP, introduced SI 146 of 2023 Criminal Procedure (Sentencing Guidelines) Regulations, 2023 gazetted on 8 August 2023

UNDP supported the OAG to:

(i) Implement audits on 115 Local Authorities and 15 government ministries
(ii) Develop gender inclusion processes within audits
(iii) Improve the quality and timeliness of normal and special audits resulting in key recommendations to state parastatals.

Strengthened capacity of duty bearers on disability-inclusive service delivery.

Partnering with the Government of Zimbabwe in legislative review and aligning current legislation to the Constitution of Zimbabwe.
