Summary
The Regional Programme on Local Democracy in the Western Balkans 3 (ReLOaD3) strengthens civic engagement and partnerships between governments and civil society organizations (CSOs) to create more open, inclusive, and resilient communities across the Western Balkans.
Overall objective: To strengthen participatory democracies and the EU integration process in the Western Balkans, contributing to accelerated, sustainable development of the region.
Specific objective: Strengthened coordination between governments and CSOs in the Western Balkans contributes to a more conducive environment for CSOs, upheld by transparent public financing, a supportive legal framework, and increased civic engagement in policy design, delivery, and monitoring
The programme is funded by the European Union and implemented by UNDP, and it builds on the success of previous phases (2017–2024).
Implementation period: February 2025 – January 2029.

ReLOaD3 Programme
Background
Since 2017, the ReLOaD Programme has played a vital role in improving cooperation between governments and civil society organizations across the Western Balkans, ensuring that citizens have a stronger voice in decision-making processes. Building on the achievements of its first two phases (2017–2020 and 2021–2024), ReLOaD3 continues this mission by addressing challenges local governments and CSOs face, such as a lack of strategic planning, limited resources, and insufficient transparency. In Albania, ReLOaD3 aims to create a systematic policy approach that empowers CSOs, strengthens local institutions, and fosters greater civic participation. By introducing transparent funding mechanisms, enhancing the capacities of municipalities and CSOs, and supporting initiatives for vulnerable groups, the Programme contributes to advancing governance reforms and supports Albania’s EU integration path.
ReLOaD3 Expected Results:
- An enabling policy environment and stakeholder network are established to facilitate the vertical and horizontal scaling up of transparent funding disbursement mechanisms and more systemic support to CSOs at local and higher levels of government.
- Capacities of local governments and CSOs for effective dialogue and implementation of local grant schemes and delivery of municipal services, are enhanced.
- Local authorities, civil society, and citizens, with a focus on youth and women are supported to spur greater civic engagement in local policy design, delivery and monitoring.
- Stronger partnerships among authorities and civil society and increased civil oversight of public policies across the Western Balkans, through regional networking and the introduction of digital tools are enhanced.
Key Activities
- Horizontal scaling of transparent CSO fund disbursement mechanisms through engagement of institutional partners
- Vertical scaling of transparent CSO fund disbursement mechanisms with government partners through advocacy and policy assessment
- Strengthening CSO funding mechanisms for local governments through awareness-raising and formalization
- Training and mentoring for local governments: enhancing capacities for better interaction and cooperation with CSOs
- Empowering CSOs for effective collaboration and advocacy
- Design and execution of targeted grant scheme in cooperation with local governments and consulting civil society to address local community needs
- Strengthening civic engagement within local communities
- Promoting civic engagement tools and involving local media to enhance citizen participation
- Monitoring of governments' performance in undertaking socio-economic reforms
- Organisation of thematic forums and events for direct exchange between participating local governments, CSOs and other stakeholders at the regional level
- Developing digital solutions for grant management and enhancing CSO-government communication
