Stakeholder Response Mechanism

The UNDP Accountability Mechanism offers a platform for stakeholders who have concerns about the social and environmental impacts of UNDP-supported projects to report potential irregularities and raise complaints through the Stakeholder Response Mechanism (SRM). The SRM is designed to be accessible, gender-responsive, culturally sensitive, and inclusive.

The UNDP Cambodia SRM is an additional avenue for addressing concerns and grievances related to perceived adverse impacts from UNDP-supported projects. It complements the mechanism that allows direct engagement with stakeholders at the project level, through which stakeholders can raise complaints about potential negative impacts caused by the project activities to the project management team. 
While stakeholders are encouraged to use project level channels first to raise their complaints, they can also utilize the UNDP Cambodia SRM at any time, regardless of prior interactions. The absence of prior engagement with the project-level mechanism does not disqualify a complaint.

To be eligible for review, the complaints must satisfy the 3 following criteria:

  1. Relate to a project or programme supported by UNDP. Complaints should be as specific as possible, describing current or potential adverse impacts that have a plausible causal link to a UNDP-supported project/programme.
  2. Raise actual or potential issues relating to compliance with UNDP’s social and environmental commitments.
  3. Reflect that, as a result of UNDP’s noncompliance with its social and environmental commitments, complainant may be or have been harmed. 

It is recommended to outline prior efforts to resolve the issue, if applicable. Complaints deemed fraudulent or outside UNDP’s scope of work (i.e., not related directly to a UNDP project, programme, report or event) will be disregarded. Repeated ineligible complaints – those not meeting the three criteria above, lacking new additional information, or significant changes - will be disregarded.

Upon receipt of the complaints, the communication back to the complainant is expected within one week. 
While stakeholders are encouraged to raise complaints through SRM at country office level, they may also file their requests directly with the Stakeholder Response Mechanism at UNDP Headquarters in New York.
