Stakeholder Response Mechanism

A Stakeholder Response Mechanism (SRM) platform is a priority under the UNDP Accountability Framework. Through this platform, stakeholders can raise complaints about the social and environmental impacts of projects implemented by UNDP, either directly or in collaboration with different entities. The SRM platform is designed for all stakeholders so that they can raise complaints effectively through different means at their convenience, regardless of gender, culture, or vulnerability status.

The complaints that are considered eligible for review and response through the SRM platform must meet the following criteria:

  1. The complaint relates to a project or programme implemented by UNDP, either directly or in collaboration with different entities.
  2. Complaints should contain specific information, describing current or potential adverse impacts that have a plausible causal link to a UNDP-supported project/programme.
  3. The complaint should indicate the actual issue or potential risk relating to non-compliance with UNDP’s social and environmental standard commitments.
  4. The complaint should indicate that the complainant may be, or may have been, harmed as a result of non-compliance with UNDP’s social and environmental commitments of the relevant project/programme.

If this complaint was raised through another mechanism, information about that mechanism and the latest progress made should be provided. 

Complaints that are outside UNDP’s scope of work (i.e., not related to a UNDP project or programme) will not be reviewed or responded to. Any ineligible complaint that is sent again without providing additional information to meet the criteria above will not be selected for review or response.

Stakeholders are encouraged to use channels available at the project level to raise their complaints. However, this is not a pre-condition preventing stakeholders from raising a complaint via the SRM platform.

Note: This SRM platform is established to receive and respond to eligible complaints only; the platform is not for submitting applications for jobs. Any application for jobs through this platform will not be reviewed or responded to.

After submitting the complaint, you can expect to receive a response within one week, except in cases where you did not provide contact information to receive the response.

Stakeholders are encouraged to raise complaints through the SRM platform established at the UNDP Cambodia office for timely response
