This note proposes a methodology to construct Twitterbased basic service quality indices. The methodology allows identifying failures in various basic services (electric power, residential water, public transport, domestic gas, basic waste collection, and automotive fuel), the type of failures (blackout, outages, and shortages), and their location by municipality or state where the disruption occurred.
