This paper discusses the status of Gender Equality (SDG 5) in Pakistan, and simultaneously identifies gaps and provides solutions to holistically measure the progress of this SDG in Pakistan. It weighs the pros and cons of gender rankings, and examines UNDP’s Gender Empowerment Measure (GEM) and Gender Development Index (GDI), and the World Economic Forum’s Gender Gap Analysis Report. The paper also provides recommendations that are divided into two parts: the first set pertains to the UN system of ranking and tracking progress, focusing on SDG 5, and the second set addresses the data gathering challenges in Pakistan.
