STRENGTHENING THE NATIONAL ANTI-CORRUPTION ECOSYSTEM IN UZBEKISTAN
Project Summary:
Despite significant progress achieved in Uzbekistan on preventing corruption over the past several years, the existing institutions, laws and policies on anti-corruption have not yet merged into a well-functioning, effective and robust integrity ecosystem. Corruption is still endemic in the public and private sectors, especially at the regional and local levels, and there is weak demand and collective action on anti-corruption within broader society. To address these challenges, the project aims to strengthen the anti-corruption ecosystem in Uzbekistan to make it inclusive, solid, comprehensive and fully integrated into national, regional and local development agendas. The project is implemented in partnership with the Anti-corruption Agency, Ministry of Justice, General Prosecutor’s Office (GPO), GPO Academy, Presidential Administration, National Agency for Social Protection under the President of Uzbekistan, CSO, media and others.
Main objectives:
The project aims to promote strategic, long-term and multi-dimensional administrative and anti-corruption reforms in the Republic of Uzbekistan which are solid, comprehensive, effective, inclusive and fully integrated into national, regional and local development agendas. To achieve this goal the project will:
Improve policy, legal and institutional framework to consolidate the anti-corruption and integrity ecosystems with robust preventive, enforcement and punitive measures, in line with best international practices;
Strengthen integrity capacities of the regional, district and local government authorities and self-governance bodies to expand anticorruption dynamics and integrity culture to sub-national and local levels;
Enhance civic engagement and collective action for effective and objective monitoring of the national anticorruption policies and support greater public awareness to foster zero-tolerance towards corruption.
Expected results:
- Development and implementation of full-fledged legal and institutional reforms to create a solid administrative, anti-corruption and integrity ecosystem in Uzbekistan are supported.
- Criminalization and effective investigation, prosecution, and anti-money laundering mechanisms to enhance the law enforcement and criminal justice response to corruption ensured.
- Integrity transformations and enabling anti-corruption systems and tools at the regional and local levels are extended.
- Demand Side and Social Accountability against corruption are enhanced through promotion and active participation of individuals and groups outside the public sector with focus on civic engagement of women, people with disabilities and other vulnerable groups of society.
