Overview

Following years of protracted conflict, the governing institutions of Iraq have a key role in fostering and creating an enabling environment for peace. Healing societal divisions and tensions – caused by inequitable economic and social opportunities, and the exclusion and marginalization of groups based on ethnicity, sect and region – requires a comprehensive social cohesion strategy from national institutions that responds to the needs and priorities of the most vulnerable and marginalized populations, particularly women and youth.

The national Poverty Reduction Strategy (PRS) 2018-2022, acknowledges the governance and accountability challenges and their impact on state effectiveness and efficiency, recognizing their contribution to the spread of administrative and financial corruption, and the poor quality and responsiveness of public services.

In order to restore citizens’ confidence in governance institutions and state legitimacy, UNDP supports accountable, transparent, efficient institutions that are able to deliver basic services. This is achieved through policy advice and actions for inclusive, participatory and responsive planning, budgeting and decision-making processes that reflect the needs and priorities of vulnerable groups.
